Meanwhile, the Center for Geopolitical Studies, based in Moscow, spread disinformation about candidates, produced manipulated videos, and funded the creation of deepfakes.

The Treasury could not confirm the identity of the vice-presidential candidate targeted by the manipulated video. The U.S. Vice President is elected jointly with the President, with the incumbent being Kamala Harris.

The U.S. government has long accused the Iranian and Russian governments of attempting to undermine its democratic institutions. In November 2022, Republican Donald Trump was re-elected as President, defeating Democratic candidate Kamala Harris in a surprising comeback four years after losing his re-election bid.

"The governments of Iran and Russia have targeted our electoral processes and institutions, aiming to divide the American people through disinformation campaigns," said Bradley Smith, acting Under Secretary for Terrorism and Financial Intelligence at the U.S. Treasury. "The United States remains vigilant against adversaries seeking to undermine our democracy."
