Chinese Ministry Launches Investigation into Beef Imports Amidst Local Industry Concerns
The Ministry of Commerce in China has initiated a "safeguard investigation" into beef imports following complaints from local industrial associations and producers alleging an excessive supply. The move comes as a 106% increase in import volumes between January and June 2024, compared to the same period in 2019, has led to a surge in domestic prices and negatively impacted the Chinese beef industry.
The investigation, which is set to last eight months, was prompted by a request from the Chinese Animal Husbandry Association and nine other industrial associations from the country’s main beef-producing regions. It seeks to examine whether the increased imports have caused material injury to the domestic industry.
Uruguayan Response and Impact on Trade
In response to the inquiry, Uruguay‘s Ministry of Livestock, Agriculture, and Fisheries (MGAP) has expressed confidence that Uruguayan beef exports are not the cause of the market disruption in China. Although China remains the primary destination for Uruguayan beef, exports have significantly decreased in 2024, accounting for only 6% of China’s total imports, compared to 15% in 2022.
The MGAP has taken steps to facilitate the investigation and mitigate potential impacts on international trade. Minister Fernando Mattos met with Chinese Ambassador Huang Yazhong to discuss the investigation, and Uruguay will form a multidisciplinary team including the MGAP, the Ministry of Foreign Relations, and the National Institute of Meat (INAC) to provide detailed technical information to Chinese authorities.
The team aims to demonstrate that Uruguay is not responsible for the problem faced by the Chinese beef industry. It plans to schedule its first meeting in the coming days, according to the semanario Búsqueda.
Despite the investigation, the MGAP is optimistic about navigating this situation, stating: "We have all the necessary precautions, we have a timeframe to meet, and we will meet it by generating all the necessary information."
