28 Businesses, Shops, and Hotels in Bulgarian Winter Resorts slap with Tax Infractions
In a series of inspections across popular winter resorts, revenue agency’s inspectors have found 28 establishments, shops, and hotels guilty of incorrect sales reporting. The clampdown, conducted in Baniko, Razlog, Dobrinishte, Banya, Borovets, Smolyan, and Pamporovo, revealed a range of violations, including failure to issue receipts, disparities between amounts registered on till systems and actual cash, and sales documents falling short of requirements.
One establishment was discovered issuing "service vouchers" instead of proper fiscal receipts, an attempt to circumvent sales reporting obligations. This transgression could result in the establishment being sealed shut. The National Revenue Agency (NRA) reminds consumers that if a fiscal receipt isn’t provided when paying for goods or services, they have the right to withhold payment until a receipt is issued, as stipulated by the Value-Added Tax (VAT) Act.
Since the start of the winter control campaign on January 3, inspectors have scrutinized 92 commercial sites, with more planned until season’s end. A proactive approach, known as ‘visible monitoring,’ was employed—inspectors observed operations for two days, comparing current sales with past periods. In eight instances, inspectors found restaurants inaccurately charging VAT, wrongly applying a 9% rate instead of the new 20% rate introduced on January 1.
Inspectors have issued corrective orders to these enterprises, mandating them to rectify their till systems according to legal requirements. Citizens are invited to use the NRA Mobile app to verify sales receipts, which can be downloaded from the App Store for iOS devices or Google Play. Tax and social security offense reports, including failure to issue receipts, can be submitted to the Information Center at 0700 18 700 or via email at infocenter@nra.bg.
