Austin’s planned light rail network moved closer to reality this week with the selection of Austin Rail Constructors (ARC) as the project’s construction contractor. The Austin Transit Partnership (ATP) board approved the selection on Wednesday, February 18, initiating a $60 million contract for pre-construction function and final design.

The contract marks the first phase of what will be a multibillion-dollar project, according to ATP CEO Greg Canally. “This is a big, important milestone for Austin Light Rail,” Canally said in a press release. “ATP is highly focused on delivering this much-needed mobility investment for Austin, and with this contract now in place, we are on track to begin construction in 2027.”
ARC is a joint venture comprised of Stacy Witbeck and Sundt Construction. The partnership will oversee construction of nearly every aspect of the system, including the transitway, tracks, stations, bridges, and related infrastructure.
Design-Build Approach
ATP is utilizing a design-build model, bringing the construction partner on board early to streamline planning and potentially avoid costly delays. ARC Project Manager Armando Tiscareño stated, “Austin Rail Constructors is ready to deliver light rail for Austin.” He added that the team will combine local expertise with international experience, and create opportunities for local employment and business growth.
The initial phase of the light rail system will span almost 10 miles and include 15 stations. Future extensions are planned, including a connection to Austin-Bergstrom International Airport and three additional stations north of downtown.
