MANILA – The Philippines, currently chairing the Association of Southeast Asian Nations (ASEAN), is prioritizing a people-centered approach to regional development through its “RISE” framework, as discussed at the 35th ASEAN Socio-Cultural Community (ASCC) Council Meeting in Makati City on Thursday.

A key component of the Resilient Families pillar is addressing child welfare, with a goal of strengthening adoption and alternative child care systems. Secretary Gatchalian also highlighted the region’s shifting demographics, noting that 8.1 percent of ASEAN’s population – roughly 55.9 million people – were aged 65 and above in 2023, a number expected to increase. This demographic shift necessitates a focus on supporting active aging and protecting the dignity of older citizens.
Innovation, Inclusion, and Disaster Response
The RISE framework also prioritizes Inclusive development to ensure equitable opportunities for all, and Smart youth and innovation to empower young people with digital skills. The Philippines introduced the Manila-ASEAN Strategic Protocol for Emergency and Comprehensive Transformation, aiming to strengthen cross-border disaster response and coordination.
