Qualified low-wage earners could begin receiving their first cash disbursements under the Philippine government’s Uplift program as early as this week or by next week, according to Department of Social Welfare and Development (DSWD) Undersecretary Edu Punay. The upcoming payouts follow the Social Security System’s submission of an initial list containing nearly one million eligible beneficiaries to the Land Bank of the Philippines for processing.
Initial Payout Timeline for Group 3 Beneficiaries
The upcoming disbursements cover Group 3 of the Unified Package for Livelihoods, Industry, Food and Transport (Uplift) program, which specifically targets low-income workers identified through SSS records. According to DSWD Undersecretary Edu Punay, SSS officials confirmed the transfer of the recipient list to LandBank for processing. “Very soon, inaasahan namin, siguro pinakamatagal na yung next week na Lunes or Martes. Pero the earliest is until this week ay makakatanggap na po ang mga na-identify na low-income or low-wage earners mula sa registry ng SSS,” Punay told reporters on Thursday, indicating that recipients could see funds as early as this week or by Monday or Tuesday of next week at the latest.
Eligibility Criteria and Payout Structure
The initial batch submitted by the SSS includes nearly one million qualified members whose records are currently undergoing processing before funds reach their registered disbursement accounts. Beneficiaries under Group 3 do not need to apply for the aid, as the government automatically identified recipients using existing databases. To qualify, an SSS member must belong to the employed sector, appear in the 2024 Community-Based Monitoring System (CBMS), maintain a Monthly Salary Credit (MSC) of P20,000 or below, have paid at least one SSS contribution in 2025 or 2026, and maintain an enrolled SSS disbursement account as of April 30, 2026. Eligible workers will receive P2,000 monthly from July through December, totaling P12,000 across six months.
Overview of the Three Uplift Beneficiary Groups
The broader Uplift program targets approximately 7.5 million households nationwide across three distinct categories. Group 1 comprises about 3.5 million households already enrolled in the Pantawid Pamilyang Pilipino Program (4Ps) and the Walang Gutom Program; these recipients get a one-time P2,000 top-up. Group 2 includes roughly 2.5 million poor and near-poor households identified via the 2024 CBMS who are not enrolled in 4Ps or the Walang Gutom Program; they receive P2,000 monthly for six months, starting with manual distribution before shifting to digital payouts. Group 3 consists of about 1.5 million low-income workers sourced from SSS records, with funds routed directly to enrolled SSS disbursement accounts. Regionally, the DSWD previously noted that 102,000 beneficiaries qualified in Central Visayas.
Application Warnings and Security Measures
DSWD officials reiterated that the Uplift program does not accept applications, utilizing pre-existing government databases instead. Authorities issued warnings against individuals attempting to trade program inclusion for money, stressing that the assistance is entirely free of charge. Beneficiaries are advised to protect their PINs, one-time passwords (OTPs), ATM details, and banking credentials, while ignoring suspicious messages that prompt users to click external links or contact unknown phone numbers. The public is urged to rely exclusively on official announcements from the DSWD, SSS, 4Ps, and the Walang Gutom Program.
