His departure marks the exit of one of the last high-profile Putin critics who was still living inside Russia, with most other prominent opposition figures either imprisoned or in exile, as reported by Reuters.

Barred From Elections and Branded a Foreign Agent

The politician’s exit follows a series of escalating legal and administrative blows intended to sideline his political ambitions. On July 10, the Russian Justice Ministry designated Nadezhdin as a “foreign agent,” a label that carries rigorous reporting requirements, heightened government scrutiny, and heavy social stigma.

Shortly after the designation, police briefly detained Nadezhdin and a court fined him about $13 for displaying extremist symbols. The charge stemmed from a 2023 online video that briefly displayed a picture of the late opposition leader Alexei Navalny. Nadezhdin rejected the accusations as absurd. The combination of the foreign agent designation and the extremism-related conviction legally barred him from running in September’s parliamentary elections, according to The Guardian.

Before these recent restrictions, Nadezhdin gained international attention during the 2024 presidential race when his long-shot campaign openly called for an end to the war in Ukraine and gathered thousands of signatures. However, Russia’s Supreme Court and election authorities kept him off the March 2024 ballot by ruling that more than 9,000 signature submissions were invalid, allowing President Vladimir Putin to easily secure a fifth term against token opposition.

Background and Kremlin Control Over September Vote

Nadezhdin is a veteran liberal politician who served as a lawmaker, worked as a government adviser in the 1990s to Sergei Kiriyenko (now a top Putin aide), and more recently served on a municipal council.

The upcoming September parliamentary vote is expected to be tightly controlled by the Kremlin. The ruling United Russia party aims to maintain its dominance in the lower house of parliament against the Communist Party and other factions that routinely vote alongside the Kremlin on key matters. Pro-Kremlin politicians argue that censorship and controls are necessary to preserve national unity while Moscow is engaged in the war in Ukraine.

Authorities have intensified their crackdown on dissent and free speech since the full-scale invasion of Ukraine in 2022, targeting independent media, human rights groups, civil society organizations, and war critics. These actions have resulted in hundreds of imprisonments and the exodus of thousands of citizens from Russia amid rising public fatigue over fuel shortages and economic pressures.
