Project Scope and Design Details at 3200 S. La Cienega Boulevard
Plans for the development call for an eight-story building containing 379 apartments—spanning studio, one-, two-, and three-bedroom layouts—sitting atop parking space for 322 vehicles. DE Architects, working alongside Kevin Tsai Architecture, developed the design for the site. According to the project plans, the exterior will feature fiber cement panels, cement plaster, and metal panels. Resident amenities include recreation rooms, outdoor decks, and a fitness center, alongside street-fronting townhome units and a dog park located within a utility easement along the southern property line.
Entitlements and Affordable Housing Requirements
To move the development forward, project entitlements include Transit Oriented Incentive Area bonuses, which permit greater density, a reduction in required on-site open space, and waivers of limits on floor area and height. Because the developer sought additional density, Planning Commission approval was required. In exchange for these bonuses, 42 of the 379 proposed apartments will be set aside as extremely low-income affordable housing.
Evolution from Previous Proposals at the West Adams Site
La Cienega property. In a prior filing, the developer sought approvals for a smaller, seven-story building. That earlier design featured 254 apartments—comprising studio, one-, two-, and three-bedroom layouts—above a two-level, 242-car basement garage utilizing the less generous Transit Oriented Communities incentives.
Surrounding Development Context in West Adams
Despite its eight-story height, the newly approved project maintains a relatively low profile compared to several neighboring properties in the area. Completed as of 2023, the 12-acre Cumulus District features a 30-story tower across La Cienega Boulevard. Other nearby completions include the Eric Owen Moss-designed Wrapper office tower and the Habitat development, which features mid-rise offices and apartments on a site abutting the La Cienega/Jefferson Metro station.
