Auckland has attracted almost 56,000 international students, accounting for roughly 55% of New Zealand’s total enrollment in 2025 as the sector recovers from the pandemic, according to Education New Zealand figures. However, a new State of the City report warns that the region faces a conversion gap, successfully drawing global talent and investment while struggling to retain those students as long-term workers and residents.
Auckland’s International Student Growth and Post-Pandemic Recovery in 2025
International student enrollments in Auckland grew by 14% in 2025, reaching a total of 55,910 students, according to data from Education New Zealand. Nationally, New Zealand providers enrolled 92,580 international students during the same period. That figure represents an 11% increase from the previous year, reaching about 80% of pre-COVID peak levels.
At Auckland University of Technology (AUT) alone, approximately 3,800 full-time international students from more than 90 countries are currently enrolled. Students like PhD design and environment researcher Jingrui Han value Auckland’s international character, lifestyle, and natural environment. However, Han noted that the size of New Zealand’s creative industries presents a complex decision for his long-term plans. Other students have already decided to stay, including engineering technology student Daniel Pais, who plans to build a life in the workforce due to New Zealand’s work-life balance, and health science student Priscilla Zhang, who wants to use her skills to give back after receiving local support.
The Conversion Gap and Retention Challenges Identified in the State of the City Report
The latest State of the City report highlights a conversion gap for Auckland, pointing out that while the city excels at attracting international talent, investment, and visitors, it faces difficulties keeping people and businesses in the region long-term. Auckland serves as New Zealand’s primary international gateway, accounting for nearly 40% of the national gross domestic product.
AUT Vice-Chancellor Professor Damon Salesa told 1News that the primary hurdle is ensuring students want to stay, become Kiwis, and contribute to Aotearoa by delivering opportunity and recognizing their identities. Committee for Auckland executive director Rupert Hodson told TVNZ’s Breakfast that this challenge extends beyond students to holding growing companies, retaining talent, and continuing investment. Despite these hurdles, the report notes positive indicators, including Auckland rising to 17th out of 300 cities in rising technology ecosystem rankings, alongside more than $6 billion of private investment in the city-centre pipeline.
Workforce Shortages, Immigration Predictability, and Future Economic Outlook
International students hold significant economic importance because they frequently choose disciplines facing critical labor shortages. According to Professor Salesa, students tend to gravitate toward national priorities like science, technology, engineering, and health professions where New Zealand experiences high demand.
To capture this potential, Salesa emphasized that international students require high predictability from immigration systems and the job market. Eligible international graduates can currently obtain post-study work visas enabling them to remain and work in New Zealand for up to three years, depending on their qualifications. Furthermore, policy changes taking effect in November are set to expand post-study work eligibility for certain graduates.
