According to Mūkāns, TikTok serves as only one part of the wider operation. Telegram is actively deployed to seek out coordinators and carriers. These recruited individuals are tasked with bringing groups directly to the border or meeting them after they have already crossed. Organizers supply explicit instructions detailing exact actions to take, how to cross the border safely, and how to travel through Latvia.
Latvia as a Transit Zone Toward Northern Europe
Latvian authorities note that the country functions primarily as a transit zone rather than a final destination for most detainees. The primary goals for migrants typically include Germany and Scandinavian countries.
After successfully crossing the border, individuals must travel through dense forests and wait for their assigned carriers to continue the journey. Border guards report that this particular segment of the operation is becoming increasingly difficult for the groups involved.
Stricter Laws Deter Local Transport Providers
Recent legislative changes have drastically altered the legal consequences for individuals caught assisting irregular migration. Mūkāns recalls that helping transport migrants previously resulted only in fines, but updated laws have made imprisonment a real possibility.
This sharp shift has noticeably decreased the number of local people willing to transport migrants. A representative of the Border Guard states that groups already present on the Latvian side now frequently wait several days for someone to agree to pick them up.
