Bank of Japan Holds Rates as Inflation Reaches 2 Percent Target

The Bank of Japan declared that underlying inflation has reached its two percent target for the first time since 2013, holding its benchmark interest rate steady at 1.25 percent on October 30, 2026, while signaling that further policy tightening remains likely before the end of the year.

Nearly fourteen years after setting a milestone target to shake off persistent deflation, central bank officials determined that consumer price trends have finally aligned with institutional goals. The decision to maintain the policy rate at 1.25 percent following a two-day meeting was approved by an 8–1 majority vote, reflecting a careful balancing act as borrowing costs sit at their highest mark since 1995.

Board Dissent and the Push for Faster Neutral Rates

While the majority opted for a steady approach, board member Hajime Takata dissented from the decision, advocating an immediate rate hike to 1.5 percent. Takata argued that economic conditions have entered a distinct phase, requiring the bank to push borrowing costs toward neutral much faster than currently scheduled.

He proposed that the Bank set the guideline for money market operations as follows: the Bank would encourage the uncollateralized overnight call rate to remain at around 1.5 percent. The proposal was defeated by a majority vote.

Shoki Omori, chief Japan fixed income strategist at Deutsche Securities in Tokyo, noted that the central bank has fundamentally altered its core objective.

Omori stated that the BOJ’s focus has shifted from achieving its inflation target to preventing inflation from exceeding it, citing the central bank’s growing confidence in a self-sustaining wage-price-consumption cycle. He added that the BOJ’s revised assessments reflect a more proactive stance on inflation risks.

Echoing these observations regarding these changes, Krishna Bhimavarapu, APAC economist at State Street Investment Management, characterized the outcome as a hawkish hold, noting that the central bank displays mounting confidence in a self-sustaining wage-price-consumption cycle. At the same time, Sompo Institute Plus Inc. researcher Seisaku Kameda, a former central bank economist, emphasized the persistent nature of modern price gains across multi-year horizons.

Upgraded Forecasts and the Path to December

Alongside the rate decision, the central bank released revised economic projections that show its growing hawkish confidence. Concurrently, the median projection for core CPI in fiscal 2026 was held steady at 2.5 percent.

According to reporting from CNBC, state-backed energy subsidies continue to exert downward pressure on immediate consumer price indexes, yet underlying wage gains have maintained momentum. Japan’s inflation-adjusted wages rose for the eighth consecutive month in August, climbing 1.5 percent from a year earlier. Finance Minister Satsuki Katayama noted in recent parliamentary remarks that the nation stands on the cusp of transitioning to a period of sustained inflation driven by rising wages.

Beyond rate maintenance and forecasts, the board voted unanimously to more than double the annual pace of its exchange-traded fund sales starting in January 2027, moving the annual amount from roughly 330 billion yen to about 860 billion yen.
