Commissioner of Charities opens inquiry into animal shelter Animal Lovers League

by Rachel Morgan News Editor

Singapore’s Commissioner of Charities (COC) has launched a formal inquiry into the Animal Lovers League (ALL), one of the nation’s largest and longest-serving animal shelters. Simultaneously, the organization has been directed to vacate its premises at The Animal Lodge next month.

Formal Inquiry Launched

Governance Concerns

The inquiry, announced Wednesday (Jan 28) by the Office of the Commissioner of Charities, will proceed under Section 10 of the Charities Act 1994. This action represents an escalation of previous scrutiny regarding the ALL’s governance. The COC had been reviewing the organization following received feedback.

The formal inquiry was initiated due to the ALL’s non-compliance with requirements outlined in the Charities Act. Specifically, the organization has been cited for the “persistent non-submission” of annual reports and for failing to provide requested documents and information to the commissioner.

Animal Welfare Transition

Care Transfer Underway

The Animal and Veterinary Service (AVS) stated that the health and welfare of the approximately 100 cats and 60 dogs currently under the ALL’s care is its “top priority.” AVS has served notice for the ALL to vacate its facilities at The Animal Lodge in February.

Five other animal welfare groups have agreed to assume responsibility for the animals. These groups – Voices for Animals, Noah’s Ark Cares, SOSD, Oasis Second Chance Animal Shelter, and Every Stray Matters – will work to rehome the animals. The founder of Animal Lovers League, Mohan Div Sreedharan, has agreed to this transition.

According to AVS director Trisha Eng, the animals will be distributed among the five groups and will remain at the current location within The Animal Lodge.

Expert Insight: The simultaneous inquiry and eviction notice suggest a serious level of concern regarding the ALL’s operational practices. While the immediate priority is ensuring the animals’ welfare, the formal inquiry could lead to significant changes in how the organization operates – or potentially, its future as a registered charity.
