President Donald J. Trump is scheduled to speak at the Five Flags Center in Dubuque, Iowa, on Sunday, November 1, 2026, prompting extensive street closures, security preparations, and a brief local dispute over a covered downtown mural.
Security Preparations and Last-Minute Rescheduling in Dubuque
President Trump and the Republican National Committee originally announced the Dubuque rally earlier in the month, but officials changed their minds about the event and announced it had been called off on Thursday, October 29. That cancellation was quickly reversed by Friday, October 30, when RNC officials briefly explored a Cedar Rapids stop before confirming that the original Dubuque event at the Five Flags Event Center would proceed.

Luke Bock, the public information officer for the city’s police department, explained that local officers had been diligently planning for the president’s visit before stopping their work upon the initial cancellation. Bock said that officials were furiously working on security, traffic, and other aspects of the visit once it was reinstated.
In addition to local police, security involves the Dubuque County Sheriff’s Office and federal agencies including the U.S. Secret Service. Dubuque Police Chief Joe Messerich emphasized community safety and asked residents to exercise patience amid anticipated traffic congestion.
Dubuque Police Chief Joe Messerich stated that the department’s focus is the safety of the community and guests. He added that event organizers expect thousands of attendees and that security restrictions create logistical challenges.
Traffic Restrictions, Closures, and Airport Rules
Downtown Dubuque faces significant transportation disruptions. Parking restrictions began as early as Friday evening, October 30, with full street closures around the Five Flags Event Center—including Locust Street—taking effect on Saturday morning, October 31.
The presidential motorcade arrival and departure will require complete closures of several downtown roadways, and the Federal Aviation Administration has instituted a temporary flight restriction around the venue on Sunday.
Dubuque County Sheriff Joe Kennedy issued specific warnings regarding the Dubuque Regional Airport, stating that unauthorized personnel will be barred from Airport Road, Aviation Drive, and the observation deck. Please do not attempt to come out there “…just to see what’s going on,’
Kennedy stated.
Removal of the Tarp Over the Solidarity Mural
Controversy surrounded the exterior of the venue ahead of the rally when a large tarp was placed over the Solidarity
mural on the eastern facade of the Five Flags Center. Painted in 2020, the artwork depicts ten raised fists in various colors with the word solidarity spelled out in symbols and lettering across the wrists. According to Oak View Group General Manager Scott Hallgren, the Office of Presidential Advance requested the cover to facilitate exterior branding and the placement of a U.S. flag.

However, the City of Dubuque—which owns the facility—did not authorize the modification. City officials stated that the rental agreement for the November 1 event granted no authority to alter the building’s exterior. The city directed Oak View Group to remove the tarp, and it was promptly taken down.
We value and respect what this mural means to our community and to the citizens of Dubuque.
Scott Hallgren, General Manager of Oak View Group
Protest Rights and Rally Schedule
Police officer Luke Bock reiterated that demonstrators maintain a Constitutional right to assemble and protest as long as they obey the law.
Doors at the Five Flags Event Center open to attendees at 10:30 a.m. on Sunday, with the rally kicking off at 12:30 p.m. and Trump expected to take the stage for his comments at 2 p.m.
