Singapore’s National Arts Council (NAC) will see a change in leadership, with Mrs. Elaine Ng set to succeed Mr. Low Eng Teong as Chief Executive Officer. The Ministry of Culture, Community and Youth (MCCY) announced the appointment on Tuesday, December 23.
A Transition in Leadership
Mr. Low Eng Teong will conclude his term on February 28. Mrs. Ng will assume the role of CEO-designate on January 1, 2026, before officially taking over on March 1.
Mrs. Ng’s Background
Currently serving as the Deputy Secretary of Administration at the Ministry of Defence (MINDEF) since 2019, Mrs. Ng leads the defence management group responsible for policies related to National Service, manpower, and finance. Her oversight included major infrastructural projects, such as the new Central Manpower Base.
Mrs. Ng’s experience extends beyond MINDEF. Between 2011 and 2019, she held positions as Deputy CEO of the National Heritage Board and CEO of the National Library Board.
Mr. Low’s Contributions
Mr. Low became CEO of the NAC in 2023, following five years in roles focused on sector development. During his tenure, he championed the development of SG Arts Plan 2.0 and initiatives to increase digital engagement within the arts sector.
He also oversaw the expansion of the National Arts Council-Arts Education Programme, which now provides over 1,400 programs, delivered by more than 300 artists and arts groups, in schools across Singapore. Mr. Low also serves on the boards of several cultural organizations, including the Singapore Chinese Orchestra Company and the Singapore Art Museum.
