Estonian Border Guards Set to Gain New Migrant Powers

Estonian border guards could receive additional powers to use lethal force and close border crossings to stop illegal migration organized by the Belarusian government, Minister of Interior Igor Taro (Eesti 200) announced on Friday. Speaking at a press conference at Estonia’s Piusa border guard station alongside his Latvian counterpart, Taro outlined potential regional measures following a bilateral meeting.

Belarusian migration traffic prompts regional border closure proposals

The ministers discussed coordinated strategies to counter illegal migration flows directed into the Baltic states by the Belarusian government. While migration pressure is expected to decrease over the winter months, authorities anticipate activity to pick up again next spring. To counter this, Taro suggested a synchronized regional approach modeled on neighboring actions.

“One possibility is for all these countries to close their border crossing points with Belarus for a while, because Belarus is interested in maintaining this traffic, so perhaps that would get the message across, because in Poland’s case it certainly worked,” Taro said.

Latvian legislative updates grant border guards expanded rules of engagement

Latvian Interior Minister Jānis Dombrava detailed legislative adjustments enacted in his country to strengthen responses to both unauthorized border crossings and damage to infrastructure. Dombrava noted that these legal updates serve a direct preventive function by granting security personnel expanded rules of engagement.

“I think that if some of them reconsider the possibility of entering Latvian territory, we have given our border guards more opportunities to use weapons against those who illegally cross the border and attempt various actions against our technological infrastructure. So I think this also works as a preventive measure,” Dombrava said.

Evaluating Expanded Enforcement Powers in Estonia

Echoing the approach taken by Latvia, Taro argued that Estonian border guards require broader legal authorities to handle ambiguous threats in border zones effectively. Officials are currently reviewing existing statutes to determine whether legislative changes are necessary to provide absolute clarity for personnel operating in high-risk areas.

“We should take into account that if people are operating in the border zone and it is not clear that they are our own people, then they are probably enemies, and in that case a border guard must have complete confidence that they can use all means to stop that hostile activity there, up to and including weapons, up to and including lethal force,” Taro said. “We are currently analyzing how our legal framework deals with this, how much room for interpretation we have and whether anything needs to be changed.”
