A new 83-acre sports and entertainment complex, dubbed Toro District, is planned for Bridgeland in Northwest Harris County, Texas. The project, unveiled on February 25, 2026, will serve as the new headquarters and training facility for the Houston Texans and is projected to generate approximately $34 billion in long-term economic impact and create more than 17,000 jobs.
A Multi-faceted Development
Beyond the Texans’ facilities, Toro District will include nearly two million square feet of walkable space dedicated to office, healthcare, hospitality, and entertainment. Plans include one million square feet of premium office space, 300,000 square feet for retail and restaurants, 250,000 square feet for regional healthcare and sports medicine, two hotels with a total of 300 keys, and 1,300 multifamily residential units.
The development will also feature multiple flag football fields and have the capacity to accommodate up to 21 volleyball courts. Educational opportunities are also a key component, with students from Cypress-Fairbanks Independent School District, Waller Independent School District, and Lone Star College gaining access to internships and career programs.
Public-Private Partnership
The project is a collaboration between the Houston Texans, Harris County, and Howard Hughes Communities. A 25,000-square-foot Harris County annex will be included, extending county services to the growing Northwest Houston region. Six parks and 5,000 parking spaces are also planned.

David O’Reilly, Chief Executive Officer of Howard Hughes, stated that the district “reflects what’s possible when long-term vision, disciplined planning, and strong public-private partnership come together.”
Howard Hughes Communities has reported increased leasing inquiries since the project’s announcement and will announce new tenants in the coming months. The development, designed by Gensler, is scheduled for completion in 2029.
