IMO Updates ASEAN on Maritime Transport Cooperation in Phnom Penh

The International Maritime Organization updated the Association of Southeast Asian Nations on its technical cooperation framework and regional decarbonization initiatives during a recent transport meeting in Phnom Penh, Cambodia, Hellenic Shipping News reported. The presentation took place at the 51st meeting of the ASEAN Maritime Transport Working Group, held from October 20 to 21.

ASEAN Working Group Receives IMO Technical Framework Update

During the two-day session, the International Maritime Organization outlined its progress under the Technical Cooperation Framework for the 2026–2027 biennium. Officials identified specific areas of potential alignment with the ASEAN Transport Sectoral Plan spanning 2026 through 2030. To harmonize policies concerning global shipping, shipbuilding, logistics, and maritime personnel, the Association of Southeast Asian Nations brings together 11 countries: Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Viet Nam.

The agency emphasized a needs-driven assistance model informed by formal requests from member states, detailed needs analyses, and findings from the IMO Member State Audit Scheme. Maritime administrations across the region were encouraged to utilize the IMO Technical Cooperation Portal to submit support requests, track active initiatives, and match national priorities with available agency resources.

Regional Coordination and New Blue Solutions Launch

ASEAN delegates expressed support for the ongoing technical assistance and welcomed Johanna Diwa Acallar as the new Regional Coordinator, noting visible improvements in the agency’s regional presence. The East Asia Regional Presence Office connects global maritime priorities with localized needs by facilitating technical cooperation, building partnerships, mobilizing resources, and promoting knowledge exchange among member states.

Alongside the administrative updates, the IMO officially launched the Blue Solutions Project. Developed in cooperation with Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), the project targets emission reductions from ships, ports, and hinterland transport across the region. Separately, the Global Initiative for Southeast Asia, represented by Tawirat Bates, briefed working group members on ongoing activities to implement the memorandum of understanding concerning the ASEAN Cooperation Mechanism for Joint Oil Spill Preparedness and Response and the Regional Oil Spill Contingency Plan.
