Italy’s Defense Ministry and Palantir: A Deepening Relationship Raises Questions

The Italian Ministry of Defense has established a “negotiated and secret” agreement with Palantir Technologies, the controversial data analysis and software company founded by Peter Thiel, in 2024. This deal, worth one million euros, centers around a license for Palantir’s ‘Gotham’ software, marking a significant escalation in a relationship that began several years ago. The arrangement has sparked debate regarding transparency and national security implications.

What is Palantir’s Gotham Software?

Gotham is designed for integrating and analyzing large datasets from diverse sources. It’s primarily used by armed forces, intelligence agencies, law enforcement, and security organizations to identify patterns, connections, and anomalies. Its capabilities include reconstructing relationships between individuals, events, locations, and transactions, supporting both investigative and military operations. The software has been linked to controversial applications, including assisting U.S. Immigration and Customs Enforcement (ICE) in identifying and targeting migrants for deportation, and reportedly used by the Israeli military in Gaza.

A History of Contracts and Secrecy

Whereas the 2024 agreement is the most recent and substantial, it’s not the first instance of collaboration between the Italian government and Palantir. Palantir Italia S.r.l., established in 2012, initially remained largely inactive until 2018. Although, contracts began to emerge, starting with a 49,168.50 euro deal with Sogei Spa (a subsidiary of the Ministry of Economy and Finance) for “Palantir product experimentation” in 2013.

Subsequent years saw increasing financial commitments. Between 2017 and 2020, the Ministry of Defense reported spending 1.2 million euros on “Palantir software governance,” alongside an additional 290,000 euros in 2018. Further contracts followed in 2021, totaling 783,494 euros for “new functionalities” and general program support. In 2023, another 600,000 euros was allocated for Palantir software services. Despite these expenditures, details surrounding the specific terms and outcomes of many contracts remain classified.

Concerns Over Data Security and Privacy

The lack of transparency surrounding these agreements has raised concerns about data security and privacy. Critics point to the potential for violations of privacy and the risk of individuals being unfairly targeted based on statistical correlations. We find as well fears that data managed by Palantir could be accessed by the United States. Reports indicate that the Swiss army rejected Palantir’s software due to concerns about information potentially being passed to the CIA, fearing a loss of national data sovereignty.

Peter Thiel’s Visit and Political Scrutiny

Peter Thiel’s recent visit to Rome, from March 15th to 18th, 2026, has further intensified scrutiny of the relationship. While officially attending seminars on religion and Artificial Intelligence, his presence has prompted opposition parties to request information from the Meloni government regarding potential meetings or agreements with Palantir. The government has yet to respond.

Palantir’s Growing Footprint in Italy

Palantir’s Italian subsidiary reported a revenue of 1.2 million euros in 2024, a slight decrease from 2023, with profits exceeding 45,000 euros. However, these figures represent only the Italian branch’s performance. Palantir Technologies, the parent company, reported revenues of 4.5 billion dollars in 2025, indicating a much larger scale of operations and potential for direct contracts with governments.
