Macetown road permit system starts

by Rachel Morgan News Editor

A fresh managed access system for the road to Macetown, a historic reserve near Arrowtown, New Zealand, goes live on Monday. Vehicle users and motorbike riders will now be required to purchase a permit online to receive the gate’s access code.

New System Addresses Funding Concerns

The gate, located approximately 3km from Arrowtown, was installed in December but has remained unlocked until now. It features a CCTV camera with number plate recognition and a ‘squeeze barrier’ designed to allow free passage for walkers and mountain bikers. Horse riders can also access the track by obtaining a permit code.

Did You Know? The need for a permit system arose after the Queenstown Lakes council decided in 2024 to cease funding maintenance and repairs to the road, despite having no legal obligation to do so.

According to Kevin Marlow, a Queenstown four-wheel-driving enthusiast who led the project, public feedback has been “overwhelmingly positive,” despite some criticism on social media. Marlow clarified that a common misunderstanding is the belief that the track is a legal road, which he states is not the case.

Collaboration Led to Solution

The development of this system was a collaborative effort, involving ten parties including the council, the Outdoor Access Commission, the Department of Conservation, Soho Property Ltd, and the Arrowtown Village Association. These groups began meeting in 2024 to find a solution after the council’s funding decision.

Expert Insight: The implementation of this permit system represents a shift towards user-funded maintenance for recreational access. This approach could become more common as local councils face increasing budgetary pressures and seek alternative funding models for infrastructure upkeep.

The cost to access the track for vehicles and motorbikes is $40 per trip. Residents of the Queenstown Lakes district have the option of purchasing an annual pass for $100. All revenue generated from these fees will be allocated to an annual road maintenance and improvement program, utilizing the services of Jones Contracting, the council’s previous contractor.
