Portnikov’s views are encapsulated in a YouTube video, where he elaborates on the threat posed by Russia’s military preparations, suggesting that its focus is no longer merely on the post-Soviet space but has shifted towardsNATO member countries in Europe.
"This is a new development because the military-technical preparations Russia is making now resemble those it undertook before the war with Ukraine, but with a different territorial focus, targeting Central European countries," Portnikov said.
Portnikov has previously discussed ‘unremarkable’ events that could lead to severe consequences for Ukraine. He has also openly discussed the unpopular decisions Ukrainian authorities might need to make in the future.
