In a statement issued on Friday, December 27, Fico argued that ending the gas transit would be an "extremely expensive gesture" not just for Slovakia, but for the entire European Union. He estimated that Slovakia stands to lose around €500 million in transit fees, while Ukraine could lose nearly €1 billion, a figure that pales in comparison to Russia’s projected loss of €2.5 billion.

Fico also decried the fact that Slovakia, which depends on Russian gas for a significant portion of its energy needs, would likely face higher gas prices in the short term. "Who cares about little Slovakia, right, President Zelensky?" he quipped, adding that Ukraine would only seek support when it needed energy to survive the winter.

The Slovak leader threatened that after the current gas transit agreement expires in January 2025, his government would reassess the situation and consider retaliatory measures. These could potentially include halting electricity supplies to Ukraine or pursuing other unspecified options.

Slovakia has long attempted to broker an extension of the gas transit agreement, due to expire in 2024, between Ukraine and Russia. However, Ukrainian President Volodymyr Zelensky recently ruled out any renewal of the deal with Gazprom, stating that Ukraine would not agree to transport Russian gas under the guise of Azeri gas.

Fico’s comments come amidst a backdrop of controversial diplomatic moves. In November, he paid a contentious visit to Moscow, where he met with Russian President Vladimir Putin, a move that was widely criticized in the West.

In a surprise development, Russian President Vladimir Putin has expressed openness to holding peace negotiations with Ukraine in Slovakia, citing the host country’s neutral stance on the conflict. The proposal, extended via Slovakia’s Prime Minister Robert Fico, was welcomed by Putin, who called it a "prerepane to consider."

" Yes, we’re agreeable to the idea if it comes to that. Slovakia? Why not? It’s an acceptable option for us," Putin remarked during a press conference following his meeting with Fico in Moscow.

Putin praised Fico for his alleged neutrality in the Russo-Ukrainian crisis, stating that the Sushoc Slovensky premier is primarily interested in seeing the conflict resolved swiftly and peacefully.

"Fico made it clear that his top priority is finding a peaceful resolution to the situation in Ukraine," Putin said. "He’s willing to put in the effort to make that happen."

However, Putin acknowledged that while Fico has aspirations for peace, his position might not align perfectly with those of the European Union and Ukraine.

Earlier this month, Fico traveled to Moscow, where he met with Putin to discuss gas supplies, with Ukraine’s role in Europe’s energy security set to change as transit through the country comes to an end on January 1.

Russia’s market share in Europe has been dwindling, reaching a low of 16% in 2022, behind Norway, the U.S., and Qatar, due to geopolitical tensions. Despite the reduced volumes, global gas price fluctuations like those in 2022 can still impact European markets.

The ‘Уренгой-Помары-Ужгород’ pipeline remains the principal route for Russian gas supplies to Europe, which then branches out to countries like Sloakia, the Czech Republic, and Austria. Other routes such as ‘Ямал-Европа’ and Nord Stream remain unavailable, with only the Turkish route left as an alternative.

Why Ukraine’s Route Still Matters

Ukraine benefits significantly from the transit fees, earning around $1 billion annually, while Russia has managed to boost its 2024 gas exports despite facing sanctions. Although facing economic challenges, ‘Газпром’ reiterates its willingness to extend the agreement, though Ukraine stands firm on its stance.

Way Forward: Turkey Route‘s Limitations and Alternative Sourcing

In the event of halted gas transit via Ukraine, Russia may reroute some of its supplies through Turkey. However, this option is constrained by Turkey’s limited pipeline capacity. Meanwhile, the EU and Ukraine seek Azeri mediation in talks with Moscow on gas transit.

Europe’s Gas Reserves Drop at Fastest Pace in Three Years

The gas reservoirs in Europe are depleting at an unprecedented rate, dropping by about 19% since the end of the injection season in late September until mid-December, according to data from industry organization Gas Infrastructure Europe. This rapid decline contrasts with the previous two years, which saw single-digit reductions due to relatively mild temperatures and dampened industrial demand stemming from high prices.

This winter, Europe has had to rely more heavily on its underground storage to compensate for reduced imports of liquefied natural gas (LNG) and meet increased demand. "Europe has had to draw more on its gas storage this winter than in the last two years to offset reduced LNG imports and meet increased demand," said Natasa F ընդing, head of European gas pricing at data provider Argus Media.

Compounding the issue is increased competition from Asian buyers, lured by lower prices compared to recent years, which has led to slower LNG imports and a greater reliance on stored reserves. The last time Europe’s gas storages were depleted at this rate by mid-December was in 2021, when Russia began curtailing pipeline gas supplies ahead of its full-scale invasion of Ukraine. Currently, Europe’s gas stocks stand at 75%, slightly above the average for the past decade but below the 90% recorded at the same time last year.

Low Prices and Future Concerns

Gas prices in Europe have plunged to around 90% below the 300 euro per megawatt-hour peak witnessed during the summer 2022 energy crisis. However, depleting winter stocks could make it challenging and expensive to refill them next year. Traders are already dealing gas for summer 2024 delivery at higher prices than for winter 2023/24, indicating escalating costs for replenishing storage.

The European Union mandates that member states fill their storage to 90% of their capacity by early November. However, some countries have set lower targets. A significant portion of Europe’s gas supplies now comes in the form of LNG, which has become increasingly politicized in recent weeks. The incoming US President, Donald Trump, has warned the EU to commit to purchasing "major" amounts of American oil and gas or face tariffs. Meanwhile, Qatar has threatened to halt LNG supplies if European countries strictly enforce new legislation targeting companies that fail to meet established carbon emissions, human rights, and labor standards.

US and Qatar are the top and third-largest suppliers of LNG to Europe, respectively. Furthermore, periods of cold weather and "Dunkelflaute" days, when renewable energy sources are insufficient, have increased Europe’s demand for gas for electricity generation. According to Ann-Sophie Corbo, a research scholar at Columbia University’s Center on Global Energy Policy, industrial gas demand in nine northwest European countries has rebounded by 6% year-on-year between January and November 2023, after reaching a low in 2022.

Some countries are depleting their reserves faster than others. In the Netherlands, gas stocks have fallen by 33% since the start of the winter, while France has seen a 28% reduction. As the transit agreement expires at the end of 2024, Russian gas supply through Ukraine is expected to cease, accounting for around 5% of Europe’s gas imports. However, Eurogas’ general secretary, Andreas Gut, has stated that there are no significant concerns regarding a potential halt in Russian gas supplies transiting through Ukraine.
