In a striking revelation, Kyiv city law enforcement authorities have uncovered a massive case of fraud involving the director of the Department of Social and Veteran Policy in the city’s state administration. The official, identified by sources as Ruslan Svitly, has been accused of falsely obtaining the status of a second-group invalid (disabled).

Investigations have revealed that the official submitted fabricated medical reports and fake ‘extracts from medical records’ to a district MSEK in Kyiv, fraudulently claiming a serious illness that did not exist. This deceptive maneuver allowed the director to unjustly secure a second-group invalid status, which not only exempted him from military service, but also entitled him to receive state-funded disability payments.
From 2022, the dishonest official has amassed nearly UAH 300,000 in social support under the false pretenses of a disability. Acting upon the findings of their investigation, law enforcement agencies have officially charged Svitly under Article 358, Part 3 and 4 (forgery of documents, seals, and stamps, as well as their use and dissemination) and Article 190, Part 3 (fraud) of the Criminal Code of Ukraine.
The Security Service of Ukraine (SBU), the National Police of Ukraine, and Kyiv’s city prosecutor’s office have all corroborated the findings of the investigation. Authorities continue to probe the case, endeavoring to uncover all aspects of the crime and ensure that all culpable parties are held accountable.
