In a New Year’s interview with NRK’s Politisk kvarter, Norwegian Prime Minister Jonas Gahr Støre pointed the finger at the Confederation of Norwegian Enterprise (NHO) for the collapse of the inclusive work life (IA) talks before Christmas. Støre’s comments have sparked a backlash from other parties involved, with some voicing their frustration to Labour’s leader and Minister of Labour and Inclusion, Tonje Brenna.

"I was surprised to hear [Støre] place the blame so clearly on NHO," said a source close to the negotiations, speaking on condition of anonymity. "There were many factors at play, and it seems unfair to single out one party."

The IA negotiations have long been a contentious issue in Norway’s labour market. Parties are yet to agree on who bears the responsibility for the talks’ failure.

In the wake of Støre’s interview, Brenna held discussions with several parties involved in the negotiations. A source familiar with the conversations told Dagsavisen that the minister apologized for Støre’s comments and expressed a different view on the matter.

NHO, however, dismissed Støre’s allegations. "NHO worked tirelessly to reach an agreement," said NHO CEO Ole Erik Almlid in an email to Dagsavisen. "It was not NHO that broke off the talks. I urge the Prime Minister to speak with those present in the negotiation room before making such statements."

The strained relationship between NHO and the Norwegian Confederation of Trade Unions (LO) has raised concerns about the future of the three-party cooperation in Norway’s labour market. While LO has announced plans to boycott NHO’s annual conference, Brenna has called for a new meeting to resume IA talks.

In the interview, Støre highlighted the importance of sickness benefits, stating that the government was determined to reduce sick leave without decreasing benefits. He attributed the IA talks’ failure to NHO’s refusal to agree to such terms.

Dagsavisen has reached out to both Støre and Brenna for comment but has not yet received a response. However, Brenna’s political advisor, Edvin Søvik, confirmed that Brenna speaks regularly with the parties involved and that the content of those conversations remains private.

The stalemate in the IA negotiations comes as Norway’s labour market grapples with high levels of sick leave, putting a significant strain on public finances. Despite two decades of IA agreements, sick leave rates continue to rise, with direct costs nearing 100 billion Norwegian Kroner (NOK) annually.

As Norway’s political landscape grapples with these challenges, the IA talks’ resolution remains uncertain. With parties pointing fingers and tempers flaring, bridging divides and fostering consensus will be crucial to restarting meaningful discussions.

Eventually, I’ll find a civilian job, and it’s time for me to step down from the county board."

Kjerkol described her resignation as a natural consequence of losing the Stortinget top spot. "I’ve been elected by the people for 30 years by spring. I don’t want to hold such a central position in the party when I’m re-entering the job market," she said.

The former health minister declined to comment on who should succeed her in Trøndelag Labour Party. The current deputy leaders are Emil Raaen from Trondheim and Amund Hellesø from Rørvik. The party will elect a new leadership at its county annual meeting on March 15.

"Both would have been excellent county leaders, but they should have the chance to speak for themselves about their future plans," Kjerkol said.
