“It also reflects our desire to quickly improve access to network services, in an unprecedented context where needs can only increase,” he added.

A temporary, quick-assembly complex must also be built at the Saint-Eustache Hospital, in the same region, by winter. The announcement was made last Friday.

In Guyana, a health situation is very worrying

The minister of overseas, Annick Girardin, arrived in Guyana on Tuesday, 23 June, carrying with it a field hospital of 20 beds in general medicine. The structure will provide space in the hospitals for the sick of the Covid. On this French territory is a little less than 300 000 inhabitants, located in South America, the number of patients suffering from Covid-19 has quadrupled in two weeks and doubled in size over the past seven days with 2 441 confirmed cases this weekend.

Massive arrival of patients

“The patients are more numerous and have forms to very severe, explains Loïc Epelboin, infectiologist at centre hospitalier de Cayenne. This massive influx of sick worries us a lot because our emergency service is not configured to accommodate as much of the world. “

On the whole territory, more than a hundred people are hospitalized, including 14 in intensive care. Four patients were transported by military aircraft from the hospital center of French Guiana to Martinique. And intensive care units in guyana are lacking today, desperately short of health care providers. The requests to find caregivers and nurses have multiplied in recent days on social networks.

According to the office of the prime minister, 17 caregivers of the reserve national health arrived on Monday, June 22. Other teams, including the AP-HP hospitals in Paris, will leave the metropolis this week. “I launched an appeal to the community infectious disease physicians in France and I received a lot of positive responses, confirms Loïc Epelboin. Ten brothers arrive in Seine-Saint-Denis, Tours, Poitiers or Paris and go to work in the hospital of Cayenne and Saint-Laurent for two months. “

The first cases arrived in Brazil

Guyana has been confined at the same time as the metropolis. At this time, the virus does not circulate on the territory. The first cases arrived in Brazil, in Saint-Georges de l’oyapock, today still confined. “Our border with Brazil, is a river. A lot of people live on the two territories at the same time. This is a sieve “, tells Margot Oberlis, midwife, and coordinator follow-up Covid on a mission for the Red Cross.

The Red Cross is involved in the most isolated villages to screen the population. For many, access to care is extremely difficult. It takes several hours to several days, often by way of rivers to join one of the 24 medical centers in guyana.

“I think that there is an urgent need to increase the number of healthcare mediators. It is not possible to meet messages to be broadcast, alert Margot Oberlis. It is necessary to assess the degree of information of the population. In Saint-Georges, a pregnant woman refused to do a test screening of the Covid, fear of being made to inoculate the virus. “

Doctors of the world in partnership with the Red Cross has spent three tours per month to three per week in the most disadvantaged areas of the Island of Cayenne. It installs a tent for a few hours and offers free consultations in the morning and testing Covid in the afternoon.

“Many of these residents live on small jobs. During the containment, they had nothing, tells Lisa Cann, project manager for Doctors of the world. Today, we arrive at pretty close to meeting food needs, but we don’t have enough baby milk, or layers. “

Measures barriers that are difficult to apply to the most precarious

In Guyana, one out of two benefits from the Complementary health solidarity or of the State medical aid. If the virus affects all social classes, the very precarious living conditions make it difficult to make the application of gestures barriers.

“How to pay for masks without money, to wash the hands without access to water ?asks Lisa Cann. It is also difficult to ask a family with children from 4 months to 14 years to stay confined in 15 square meters between four pieces of plank and a metal roof. “

In the municipalities most affected by the epidemic, such as those of the Island of Cayenne and Kourou, the prefect reinforced the curfew, from 19 hours to 5 hours on weekdays, and at weekends from Saturday 15 pm to Monday, 5 hours. The return to a total containment is not excluded and will depend on the government of the evolution of the health situation in the next few days. The minister of overseas estimated that the peak of the epidemic is planned for mid-July.

The department of Mayotte remained under surveillance

The state of public health emergency is extended until 30 October, in Guyana as in Mayotte, where the virus continues to circulate, but much more slowly. According to the latest epidemiological bulletin of public Health of France, dated 18 June, all the indicators are lower in Mayotte but “remain still at a high level “.

Since the beginning of march, to 2, 345 cases of Covid-19 have been registered in the territory, 375 people were hospitalized, 61 patients were admitted in the icu, and 31 have died. The number of new cases per week has decreased from 274 to 197 in three weeks. The second round of the municipal elections is held Sunday. In Guyana, it has been reported.

In psychiatry, the internment forced to increase, ” in a worrying manner “

After the prisons, the psychiatric hospitals. In a report issued on Wednesday, June 17, the Controller general of places of deprivation of liberty (CGLPL), Adeline Hazan, gives an account of his visits in institutions and hospital services dedicated to mental health. After two hundred controls, the conclusion is lapidary : “None of these institutions is completely free of violations of the rights of its patients “writes the Controller general.

→ TO READ. Crisis hospital : the psychiatric wards of breath

Obstacles to freedom of movement, the mandatory wearing of pajamas and to the deprivation of the phone, the list is long. Adeline Hazan emits 67 recommendations, and above all, calls for a “scale reform of the psychiatric system “, taclant the absence “the political will to limit the forced hospitalization “.

The need for a ” change of view “

If internment without consent existed since the XIXe century, they increase “alarmingly, up to one-quarter of admissions, and accounting for 40 % of them in some institutions “, warns the report. Among the 342 000 French hospitalized for “mental disorders,” by 2016, 80 000, in fact, have been against their will.

Despite its international commitments (united Nations calling for a collective change of outlook on mental illness), France retains a posture criticized. The support of the French psychological disability “attempts to adapt the subject to the society to the difference of the Anglo-Saxons, who would be in an adaptation of society to various topics “according to the report.

Thus, the disturbance of public order remains a common reason for internment, which can be claimed by the prefect. “It is internal especially a problematic situation, confirms dr. Claire Gekiere, a psychiatrist at the CHS of the Savoy, and a member of the Union of psychiatry.

An imperative of ” protection of society “

In 2008, a fact various initiated a turning point safe in psychiatry. A schizophrenic of the hospital of Saint-Égrève, Grenoble, france, who had been granted a leave of absence, stabs to death a young student. A few weeks later, Nicolas Sarkozy, then president of the Republic, appoints a comprehensive plan to secure psychiatric hospitals : controlled entrances, a system of geolocation patients, video-surveillance also, creation of closed units and isolation rooms…

Thus, in addition to a bad orientation of the patients, due to a lack of numbers, a part of the admissions in psychiatry primarily to security concerns. It is internal only “presumption of dangerousness “however , a concept that Adeline Hazan judge “contrary to the fundamental principles of French criminal law “ and it calls for the deletion.

So much so that the French psychiatry has long escaped any judicial control. It took until 2011 and a priority question of constitutionality, brought by the association Group Information-Seekers, so that detention forced to necessarily be validated by a judge of freedoms and detention, retrospectively in the twelve days of hospitalization. “Until then, the professionals do not consider that psychiatry should be a field legal.”, analysis André Bitton, activist then in the within Group Information-Seekers.

A collective reflection ” insufficient “

“The profession as a whole was quite furious, confirms Clear Gekiere. This is because of a medical paternalism that is very present : we tend to say that we know the patient. “ Adeline Hazan accuses psychiatrists of being little inclined to critical analysis of their practices : “They are in their immense majority are driven by the conviction that “it is for the good of the patient” “ “the report said. “The failure of the collective reflection has led to the internalization of constraint by the hospital institution “.

→ EXPLANATION. Adeline Hazan : “We may be concerned about the risk of mutiny in the prison,”

Constraint that would be harmful in many cases, the source of seizures, psychotic frequent and a stigma still most important patients. Thus, if the internment is sometimes necessary, the Controller general of places of deprivation of liberty calls for a more frequent use of alternatives outside of the hospital, at home or in specialised centres.

A case was opened against a counterparty of a supplier of equipment for nuclear submarines :: Politics :: RBC

According to the investigation, at the end of 2014 – the beginning of 2015, the real value of both contracts amounted to no more than 600 thousand rubles, sources told RBC. “Thus, the investigation believes that an unidentified person from AlBiCom abducted and thereby caused damage to the Russian Federation in the person of the Central Research Institute Elektropribor concern on a particularly large scale for a total amount of 10,079,675 rubles. ”, – says the decision to institute criminal proceedings, an extract from which was cited by a source close to the Ministry of Internal Affairs.

On April 24, as part of this case, searches were carried out in Tatyana Ratner’s car and apartment (RBC has copies of the search protocols). “She, like the chief engineer of the Central Research Institute Vitaly Postnikov, as well as the general director of Elektropribor, academician of the Russian Academy of Sciences Vladimir Peshekhonov, is a witness in the case,” said a source at RBC familiar with the case.

What is the CRI Elektropribor

The concern is an executor of the state defense order and supplies navigation systems for diesel and nuclear submarines, navigation systems and spacecraft orientation systems. It is a leading institute in the field of high-precision navigation, has the status of the state scientific center of Russia.

On April 1, President Vladimir Putin signed a decree establishing the Marine Instrumentation Corporation, which will be included in the list of strategic enterprises. Along with the Morinformsystem Agat, NPP Aurora and the Okeanpribor concern, it will include the Central Research Institute Elektropribor. The state will become the owner of the new corporation.

A few years earlier, the Ministry of Industry and Trade proposed to transfer these enterprises to the state corporation Rostec, but so far this has not happened. “The issue of creating a unified integrated structure of marine instrumentation as part of the Rostec state corporation is still relevant,” RBC was told in the press service of the ministry.

RBC sent a request to the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region. General Director of AlBiCom, Tatyana Ratner, declined to comment. Her lawyer, Nikolai Polyansky, confirmed the information about the initiation of a criminal case against an unidentified person from the AlBiK management under an article on especially large-scale fraud. “Ratner is a witness in the case,” he said. Polyansky refused further comments.

Electrical appliance in the hot zone

According to Vladimir Peshekhonov, head of the Central Research Institute of Elektropribor, the concern is the subject of ongoing inspections and criminal cases.

So, in June last year, a criminal case was initiated under an article on fraud on a particularly large scale against an “unidentified person” from another company – a contractor of the Central Research Institute of Elektropribor – the construction company UiStroy. The company carried out work, including the creation of “clean zones” at the strategic facility of the concern, and allegedly also overestimated the price of its services, causing damage to the state totaling 5.4 million rubles.

YuriStroy CEO Yuri Duranin has been under house arrest for more than eight months. The suspect in the case was also the chief engineer of the Central Research Institute of Electropribor Vitaliy Postnikov, who signed a contract with YuiStroy for construction work, but later he was transferred to witness status. Academician Peshekhonov is also a witness in the case.

Interior Ministry searches electronics supplier for nuclear submarines

On March 23, Peshekhonov sent a letter to the Prosecutor General Igor Krasnov (RBC has a copy), in which he emphasizes that the investigation of the case has been going on for more than nine months. At the same time, the preliminary investigation authorities in the case “impede” the TsNII Elektribribor concern “in the actual exercise of his rights as a victim, do not allow his representatives to participate in the criminal case,” wrote Peshekhonov.

Due to the fact that the head of “one of the most important” contractors of the concern – Yuri Duranin – has been under house arrest since last August, “other organizations do not risk concluding contracts” with the Central Research Institute “Elektropribor”, the academician explained.

Vladimir Peshekhonov confirmed to RBC the content and the fact of sending a letter to the prosecutor general. “I have not received an answer yet,” he added. RBC sent a request to the Prosecutor General.

In July 2016, a senior investigator in the investigative department of the inter-municipal department of the Ministry of Internal Affairs at especially important and sensitive facilities in St. Petersburg and the Leningrad Region opened a criminal case against Vitaly Postnikov, chief engineer of the Central Electropribor Research Institute, under Art. 180 of the Criminal Code, part 3 (illegal use by a group of persons of someone else’s trademark and warning marking). In December 2016, the case was dismissed due to the lack of corpus delicti in Postnikov’s actions (RBC has a copy of the decision).

Trump ranked meat enterprises as defense enterprises for work during a pandemic :: Business :: RBC

US President Donald Trump has equated meat and poultry processing companies with defense enterprises, which will allow not to suspend work in a pandemic. The corresponding decree is posted on the White House website.

“It is important that the beef, pork and poultry (meat and poultry) processing enterprises in the food supply chain continue to work and fulfill orders to ensure continuous protein supplies for Americans,” the document says.

According to Trump, the suspension of a number of meat processing enterprises due to the detection of coronavirus among their employees can undermine the “critical infrastructure” during the US emergency regime.

He cited the example that the closure of one large beef processing enterprise could result in the loss of more than 10 million servings of meat in one day.

The FDA approves a kit to take the COVID-19 test at home – Telemundo San Antonio (60)

WASHINGTON – The Food and Drug Administration (FDA) approved this Tuesday a test that allows the diagnosis of COVID-19 through the study of samples obtained by patients themselves from home, They must then send them to a laboratory for analysis.

This was announced by this federal organization in a statement published on its website, in which it explains that this PCR test – that is, that looks for fragments of genetic material of the pathogen – developed by Laboratory Corporation of America (LabCorp) allows the study of samples Nasally collected by the patients themselves using a kit that has swabs and a saline solution.

Once patients collect the sample, they will have to send it in an isolated package to LabCorp, where it will be studied.

FDA Commissioner Stephen Hahn stressed the safety and effectiveness of the new test: “We work with LabCorp to ensure that the data obtained from the collection of samples from patients at home is as safe and accurate as the collection of samples in a doctor’s office, hospital, or other testing site. “

On its website, Pixel, a company owned by LabCorp, announces that the general consumer will be able to access this test in the coming weeks, although at the moment it will only be available to healthcare personnel, although its price is $ 119 for everyone.

In its statement, the FDA stresses that patients should only use the cotton swabs provided by LabCorp in the package that makes up the test, as there is concern about the possible cross contamination that could cause the use of cotton swabs other than those supplied .

Also, remember that this authorization does not mean that all the SARS-CoV-2 tests that can be performed at home have been authorized or will be.

Beijing becomes high-risk area with coronavirus

Beijing’s Chaoyang District is considered high risk in the mobile phone application that China has developed with the aim of control the spread of the coronavirus. It is not just any neighborhood: it is one of the largest and most populated in the Asian giant’s capital and the one that houses the embassies of most countries, including that of Spain. This rating would not have been surprising three months ago, when the country halted its activity, but now it no longer applies even to the city of Wuhan, epicenter of the pandemic.

According to Pang Xinghuo, from the Beijing Center for Disease Control and Prevention, the reason is in the infections that have been registered in Chaoyang: “On the 14th it was confirmed that an imported case infected three members of his family.” According to established protocols, ‘high risk’ areas are those in which they have been registered more than 50 cases and, in addition, they have suffered community infections in the last 14 days. “People who have been in close contact with the patient have already been quarantined, all areas they have passed have been disinfected, and all residents of the building have been tested,” Pang said.

The fact that the district is considered ‘high risk’ may lead to movement restrictions for its residents, showing that China takes any threat related to SARS-CoV-2 very seriously. And Chaoyang’s is not the only one. In the southern city of Guangzhou, where the tension with the African community continues to be high due to the xenophobia samples that he has suffered after the discovery of some blacks infected by coronavirus, the contagion of a Starbucks employee on the 18th day has also unleashed the search for anyone who may have been in contact with him in the last two weeks. As of last Sunday, the city had counted 500 cases, of which 125 had been imported.

Direct | This is how the fight against the coronavirus progresses

However, although at the national level these infections from abroad were much more concerned since China managed to contain the coronavirus, yesterday there was a small but worrying turnaround: of the eleven new infections detected during the day, only four came from outside China. Of the seven local infections, one occurred in Guangdong and six in the north-eastern Heilongjiang province, where three suspected cases were also reported.

Two branches

There the focus that most worries develops. It has two branches: that of Suifenhe, a border town with Russia that has been visited by hundreds of Chinese citizens who were trying to return to their country through Siberia, and among which the contagion rate is between 15% and 20% ; and that of Harbin, the provincial capital and scene of 54 local infections, the vast majority related to a Chinese woman who arrived from the United States on March 19. This has led to two of the city’s districts being considered ‘medium risk’ and Suifenhe being quarantined.

To make matters worse, scientists at Zhejiang University have claimed that the virus’s ability to mutate and create new, more contagious and deadly strains is undervalued. “SARS-CoV-2 mutations have allowed it substantially modify its pathogenicity“Experts say in a preliminary study mentioned by the ‘South China Morning Post’. According to Professor Li Lanjuan, who was the first to suggest the confinement of Wuhan, the most dangerous strain is the European one, while in the USA – with the exception of New York – a less lethal one proliferates.

De Blasio presents “war” budget and demands urgent rescue from the Government – Telemundo New York (47)

NEW YORK – Ensuring health, safety, food and a roof for all are the priorities of the budget presented this Thursday by the city of New York, some accounts of “war” in the face of the coronavirus crisis, which come accompanied by an appeal to the American president Donald Trump to allow a “rescue” of the Big Apple.

With tax revenues slumping as a result of the slowdown in economic activity, the mayor, Bill de Blasio, announced “painful” cuts of more than $ 2 billion to try to balance the budget in the year that begins in June.

According to his calculations, New York is going to lose some 7,400 million dollars in income, a “horrible” number, according to admitted De Blasio, that requires a determined intervention of the federal Government.

The mayor urged Washington to cover this deficit in full and warned that without that money, the basic needs of New Yorkers cannot be guaranteed.

“If they can find 58,000 million to rescue the airlines, surely they can find 7,500 million for the largest city in the country,” stressed the mayor.

Democrat De Blasio appealed directly to Trump, whom he asked for a clear signal of support for his hometown for Senate Republicans to give the green light to necessary aid.

As he insisted, the city is already doing everything possible on its part, with a budget of $ 89.3 billion, $ 6 billion less than the proposal that the City Council had initially made in January, $ 3.4 billion less than last year’s accounts and using the reserves he had accumulated to have “balanced” accounts.

Among other things, the budget foresees that all public activities be drastically limited and, for example, this summer the swimming pools will not be opened.

De Blasio also warned New Yorkers not to hold out too much hope about beach opening, given the risk of contagion from the coronavirus posed by the huge crowds seen in places like Coney Island.

Public resources, he insisted, will be devoted to basic issues: health, safety, food and housing.

“These are four things that people are mostly thinking about and the government has to focus on those four things. Things that would have been a priority two or three months ago cannot be now. Things we would like to focus on in times of peace cannot be the priority in times of war and these are times of war, “said de Blasio.

The Democrat also warned Trump and Republicans that their desire to restart the economy as soon as possible will be ruined if the basic needs of the population are not met or if they precipitate and cause a resurgence of COVID-19. .

Trump, De Blasio insisted, has only one chance to do this well and, if he is wrong, he will regret it for a long time.

In addition, New York Police Commissioner Dermot Shea offered a video conference on Thursday to detail how the coronavirus has affected the city’s police forces to date.

Specifically, the New York police have registered 7,155 positive cases for COVID-19 among its members, about 20% of its staff and 27 officers have died from the virus.

Shea also detailed that it is estimated that between 1,400 and 1,500 of the sick police officers have returned to work.

“You start to see a little light at the end of the tunnel and it seems that the worst is over,” said Shea, who regretted the losses and asked for a moment of silence.

Employers of workers at increased risk of contagion should follow the following preventive measures, OSHA requires:

  • Assess the hazards to which workers may be exposed.
  • Assess the risk of exposure.
  • Select, implement, and ensure workers are taking protective measures to prevent exposure, including the use of physical barriers (face masks, latex gloves, face shield, coveralls) to stop the spread of
  • Germs
  • Limiting social contact and the use of appropriate personal protective equipment are required.

OSHA requires workplaces:

  • Encourage workers to stay home if they are sick.
  • Require workers to cover themselves when coughing or sneezing.
  • Provide a place to wash hands as well as hand wipes containing
  • minus 60% alcohol.
  • Limit access to the workplace to only essential personnel, if possible.

  • Encourage workers to voice any concerns about occupational safety and health.

Although there is no OSHA standard that specifically covers exposure to SARS-CoV-2, some requirements may apply to prevent exposure in the workplace. Among the most relevant are:

  • OSHA standards for respiratory protective equipment (PPE) (in general industry, 29 CFR 1910 Subpart I), which require the use of gloves, eye and face protection, and respiratory protection. CLICK HERE FOR MORE INFORMATION.
  • When masks are necessary to protect workers or when employers require their use, employers must implement a comprehensive protection program in accordance with the respiratory protection standard (29 CFR 1910.134). MORE HERE.
  • The General Duty Clause, Section 5 (a) (1) of the Occupational Safety and Health Act of 1970, 29 USC 654 (a) (1), requires employers to provide every worker with “a job and workplace that is free from recognized risks that are causing or are likely to cause death or serious physical harm. ” COMPLETE INFORMATION HERE.

Workers’ risk from occupational exposure to SARS-CoV-2, the virus that causes COVID-19, during an outbreak could range from very high risk to high, medium, or low (caution). The level of risk depends in part on the type of industry, the need for contact with less than 6 feet of people known or suspected to be infected with SARS-CoV-2, or the requirement for repeated or prolonged contact with people. known or suspected to be infected with SARS-CoV-2.

To help employers determine appropriate precautions, OSHA has divided job duties into four levels of risk exposure: very high, high, medium, and low.

The Occupational Risk Pyramid displays the four levels of risk exposure in the form of a pyramid to represent the likely distribution of risk. Most American workers are likely to be at low (precautionary) or medium exposure risk levels. MORE INFORMATION HERE.
