Hokkaido police issue manga alerts as more foreign backcountry skiers get stranded

Hokkaido’s Manga-Powered Safety Push: A Sign of Things to Come for Ski Tourism?

Hokkaido is tackling a growing problem: the increasing number of accidents involving foreign backcountry skiers. With over 70% of incidents in the current season involving international visitors, authorities are turning to an unexpected tool – manga, or Japanese comics – to deliver crucial safety messages. This innovative approach highlights a broader trend: the necessitate for localized, culturally sensitive safety campaigns in the face of rising tourism.

The Rising Tide of Backcountry Accidents

Hokkaido has seen a surge in foreign tourists, reaching approximately 2.83 million in fiscal 2024, the second-highest on record. This influx has unfortunately correlated with a rise in backcountry skiing accidents. By February 26th of this year, 49 accidents had been reported, resulting in 79 rescues. The vast majority – 60 individuals – were foreign nationals. These incidents often involve skiers venturing off-piste, unfamiliar with local conditions and regulations.

From Leaflets to Four-Panel Comics: A New Approach

Traditionally, Hokkaido authorities have relied on leaflets distributed at tourist hotspots and ski resorts, emphasizing the importance of climber registration and weather checks. However, recognizing the limitations of language barriers and cultural differences, they’ve adopted a more engaging strategy. Inspector Hideki Endo, a 43-year-old member of the Hokkaido Prefectural Police’s mountain rescue unit, is the driving force behind this change. He’s creating four-panel comic strips in English to illustrate the dangers of backcountry skiing.

A pair of Chinese tourists are seen after being rescued by Hokkaido Prefectural Police.

Endo’s manga depicts realistic scenarios based on his 18 years of experience in mountain rescue, including falls from cliffs and collisions with trees. One particular comic was inspired by a January rescue operation involving two Chinese tourists who had ventured off-course and found themselves in a precarious situation on Mount Niseko Annupuri.

The Personal Connection: Loss and a Commitment to Safety

Endo’s dedication to safety isn’t just professional; it’s deeply personal. He lost a relative in an avalanche in 2007. This experience fuels his commitment to preventing similar tragedies. He emphasizes the importance of remembering that “every person in distress has their own family and loved ones.”

Beyond Hokkaido: The Future of Tourism Safety

Hokkaido’s innovative approach offers valuable lessons for other tourist destinations facing similar challenges. The use of visual storytelling, tailored to specific cultural groups, can be far more effective than traditional warning signs. Here’s what we can expect to see more of in the future:

  • Localized Content: Safety information translated into multiple languages, but likewise adapted to reflect cultural norms and understanding.
  • Interactive Safety Tools: Mobile apps with real-time avalanche risk assessments, GPS tracking, and emergency contact features.
  • Gamification of Safety: Using game-like elements to educate tourists about potential hazards and safe practices.
  • Influencer Collaboration: Partnering with travel bloggers and social media influencers to promote responsible tourism.

As tourism continues to grow, destinations will need to prioritize safety in creative and culturally sensitive ways. Hokkaido’s manga-powered safety campaign is a compelling example of how to do just that.

Pro Tip: Before heading into the backcountry, always check the local avalanche forecast and carry appropriate safety equipment, including a transceiver, shovel, and probe.
