DA hike: Govt approves 2% dearness allowance raise for central government employees

The Cabinet has approved a 2 per cent increase in Dearness Allowance (DA) and Dearness Relief (DR) for Central government employees and pensioners. Union minister Ashwini Vaishnaw announced that this adjustment brings the total rate to 60 per cent of basic pay.

Implementation and Financial Impact

The hike will accept effect on January 1, 2026. It is expected to benefit approximately 50.5 lakh employees and 68.3 lakh pensioners.

The government estimates the annual financial implication of this decision to be Rs 6,791 crore.

Did You Realize? The government typically revises Dearness Allowance and Dearness Relief twice a year, specifically in January and July, to help preserve the purchasing power of employees and pensioners against inflation.

Context of Previous Adjustments

This latest move follows a revision in October, which increased the DA from 55 per cent to 58 per cent. That previous hike was made effective from July 1, 2025, and included arrears for both pensioners and serving employees.

Context of Previous Adjustments
Dearness Allowance Commission

Dearness Allowance serves as a cost-of-living adjustment, calculated as a percentage of basic pay to ensure salaries keep pace with rising prices.

Expert Insight: While the 2 per cent increase maintains the standard biannual adjustment cycle, the significant gap between these incremental hikes and the demands for a new fitment factor suggests that the upcoming 8th Pay Commission will be the primary focal point for long-term salary restructuring.

Demands for the 8th Pay Commission

The announcement comes as employee bodies seek major changes under the proposed 8th Pay Commission. The National Council-Joint Consultative Machinery (NC-JCM) has submitted a memorandum requesting a fitment factor of 3.83.

Such a change could raise the minimum basic pay from Rs 18,000 to approximately Rs 69,000. The NC-JCM has also proposed higher increments, inflation-linked allowances, and a cap on pay disparity.

the council has suggested expanding the definition of “family” for pay calculations to include dependent parents.

Other Cabinet Approvals

The Cabinet also approved the creation of a Sovereign Maritime Fund with a corpus of about Rs 13,000 crore. This fund is intended to provide affordable and stable insurance cover for India-originating, India-bound, and Indian-flagged vessels.
