HSE Pauses Medical Card Services Following Cyberattack

by Chief Editor July 10, 2026
written by Chief Editor

The Health Service Executive (HSE) has suspended the issuance of physical medical cards, European Health Insurance Cards (EHIC), and other health scheme cards following a cyberattack on an external card printing provider. According to the HSE, internal computer systems remain secure, though a limited number of records were accessed. Service access for patients remains unchanged, with digital alternatives and provisional certificates currently in use.

Impact on Card Issuance and Patient Access

The suspension affects the production of plastic medical cards, GP visit cards, drug payment scheme cards, and long-term illness cards. The HSE stated that it was notified of a security breach by an outside vendor, prompting the immediate activation of cybersecurity protocols. While the executive confirmed that a “small number” of HSE records were compromised, it emphasized that the organization’s own core computer systems were not part of the breach.

Despite the pause in printing, the HSE maintains that patient access to care is unaffected. Health service providers, including GPs and pharmacists, utilize established digital channels to verify patient eligibility in real-time. For those requiring proof of coverage, the HSE is providing provisional replacement certificates. Additionally, adults can access their EHIC information through the official HSE Health App available on major app stores.

Did you know?
The HSE continues to process applications for all health schemes as normal. Applicants will receive a letter confirming their eligibility status, which serves as official documentation until standard card production resumes.

Regulatory Response and Data Protection

The Data Protection Commissioner (DPC) has been formally notified of the incident. A spokesperson for the DPC confirmed that the office has received a breach notification from the HSE and is currently assessing the situation. Under data protection legislation, the HSE is required to notify any individuals whose personal data may have been impacted by the unauthorized access.

The HSE is currently collaborating with the external provider to conduct a comprehensive review of the affected data.

Frequently Asked Questions

  • Is my medical card still valid? Yes. Your eligibility is not affected by the printing pause. Providers use digital systems to verify your status.
  • How do I get an EHIC replacement? You can download the HSE Health App to access your EHIC details or contact the HSE for a provisional certificate.
  • Who should I contact if I have concerns? You can reach the HSE with queries regarding your application by calling 0818 224 478.
  • Was the HSE’s main database hacked? No. The HSE confirmed that the cyberattack occurred on an external service provider’s systems, not the HSE’s internal infrastructure.
Pro Tip: Ensure your contact details are up to date with the HSE. If your data was part of the small number of records accessed, you will receive direct notification from the executive in line with data protection policies.
