In a grim reminder of the persistent road safety issues in Indonesia, another fatal bus crash has occurred, this time in Batu, East Java. The incident involved a tourist bus, Sakhindra Trans, with the license plate DK 7942 GB, which is suspected to have experienced brake failure, resulting in a collision with 10 motorcycles and 6 cars. Sadly, this crash claimed the lives of four individuals.

Investigations by the police have revealed that the bus was not Fit for Service. According to Director of Traffic Police (Dirlantas) of East Java Provincial Police, Kombes Pol Komarudin, the bus’s Certificate of Roadworthiness (KIR) had expired since December 2023, and its operating permit had not been renewed since 2020.

Komarudin also disclosed that the bus driver had reportedly informed the bus owner or the operating company about the unroadworthy condition of the bus. Furthermore, inspections found that three other buses from the same fleet were also not fit for service.

Transportation expert Djoko Setijowarno discovered that the operating permit for the bus with license plate DK 7942 GB had expired, as shown in the Mitra Darat application from the Ministry of Transportation. The permit expired on April 26, 2020, and the last recorded periodic inspection was at Pulogadung, Jakarta, with its status expired on December 15, 2023.

This incident is not the first fatal crash involving large vehicles such as buses and trucks in Indonesia. Lessons must be learned to prevent such tragedies from recurring. Djoko emphasized that the government has not been serious enough in addressing transportation safety issues, stating, "Safety is not a priority for the state."

Djoko advised passengers to not solely consider the fare when choosing a bus service. They should also investigate the safety and maintenance aspects of the vehicles they use. Passenger vehicles should also be cautious around buses, especially given that the victims in this particular crash were not passengers but other road users.

  • Opsen BBNKB: This is a 66% surcharge on the base tax of BBNKB.

  • Opsen PKB: 66% * Rp 2,205,000 = Rp 1,445,300
  • Total PKB tax: Rp 3,650,300

Opsen BBNKB

  • BBNKB tax: 12% * Rp 175,000,000 = Rp 21,000,000
  • Opsen BBNKB: 66% * Rp 21,000,000 = Rp 13,860,000
  • Total BBNKB tax: Rp 34,860,000

Industry Concerns

While the impact on PKB taxes may not be significant, the introduction of Opsen BBNKB has raised concerns within the automotive industry. Minister of Industry Agus Gumiwang Kartasasmita has expressed worries that the new tax could deter people from buying new vehicles, potentially harming the local automotive industry.

Similarly, Gaikindo (Gabungan Industri Kendaraan Bermotor Indonesia) has raised concerns that the increased taxes could lead to higher vehicle prices, potentially decreasing sales.

However, some provinces have announced that they will not increase PKB and BBNKB taxes, and some have even introduced discounts. In these cases, the impact of the new Opsen rules may not be as significant.

Honda Brio Gets Boost with 12% PPN Reduction, Manufacturer Explains

Honda Brio Satya Braces for 12% PPN Hike: Price Increase Inevitable, Extra Perks Promised

PT Honda Prospect Motor (HPM) has confirmed that the recently implemented 12% Value Added Tax (PPN) will indeed impact the pricing of the Honda Brio Satya. The company is currently reviewing the new tax rules to determine the final price of the vehicle.

Yusak Billy, Director of Marketing at PT HPM, stated, "We are still in the process of studying the new tax rules to finalize the price of the Honda Brio Satya post the 12% PPN implementation. Once we have completed this process, we will announce the final price, including the impact on the vehicle’s cost."

Billy further explained, "The price of a vehicle is indeed influenced by the tax rate. We are currently analyzing the details of the new tax rules to determine the final selling price with the 12% PPN in place."

When asked about the potential price increase, Billy assured, "When the price does increase, we will ensure that we provide additional value to our Indonesian customers. Their satisfaction remains our top priority. We are also preparing programs to make the purchasing process more convenient and affordable for our customers."

The Honda Brio Satya is currently priced starting from Rp 167 million on the road in Jakarta. Despite the tax adjustment, the final price is expected to remain below Rp 200 million.

Indonesian Finance Minister Sri Mulyani has previously confirmed that all motor vehicles subject to Luxury Goods Tax (PPnBM) will be affected by the 12% PPN. Currently, Low Cost Green Cars (LCGCs) are taxed at 3% PPnBM, in accordance with the prevailing regulations.

The list of luxury goods subject to PPnBM is outlined in PMK Number 141 of 2021, with a more detailed list of non-motor vehicle luxury goods included in PMK Number 15 of 2023.

When first introduced 12 years ago, LCGCs benefited from a 0% PPnBM rate, as per the Minister of Industry Regulation Number 33/M-IND/PER/7/2013 on the Development of Energy-Efficient and Affordable Four-Wheeled Motor Vehicle Production. To qualify for this tax exemption, vehicles had to meet certain criteria, such as having an engine capacity of 980-1200cc and a fuel consumption rate of at least 20 km/liter.

However, since October 2022, LCGCs are no longer fully exempt from PPnBM and are taxed at the standard 3% rate.

The Ministry of Labor in Brazil issued a severe violation notice to BYD Auto do Brasil for outsourcing the construction contract to Jinjiang. The ministry alleges that the company has committed serious violations, including slavery-like conditions.

BYD’s Response

In a statement received by Detik, BYD Auto do Brasil reiterated its zero-tolerance stance on any disrespect towards the law and human dignity. The company has subsequently ended its contract with Jinjiang and is exploring further appropriate actions.

BYD has ensured that the subcontracted workers will not be negatively affected by this decision. The company has arranged for their temporary accommodation in local hotels while investigations continue. BYD has also been scrutinizing the working conditions and lives of these workers, engaging with the implicated subcontracting company, and making necessary improvements.

Alexandre Baldy, Senior Vice President of BYD Brasil, stressed the company’s commitment to fully complying with Brazilian law, especially regarding worker protection and human dignity. Previous Allegations and Ongoing Investigations

Previously, Brazilian authorities halted the construction of BYD’s electric vehicle plant due to suspected slavery and labor exploitation among Chinese workers. The country’s Ministry of Public Labor (MPT) reported rescuing around 160 workers from deplorable conditions.

Investigations revealed:

  • Workers were housed in unfit buildings without beds, forcing some to sleep on the floor.
  • Multiple workers shared each bathroom, contradicting local labor standards.
  • Workers were subjected to early morning shifts and had their passports confiscated.
  • They received no pay, violating Brazil’s labor laws.

The MPT labeled the conditions "slave labor," stating that they posed a significant threat to workers’ safety and dignity. The ministry is also investigating potential cases of ‘forced labor’ due to workers’ financial dependencies and high contract termination fees.

BYD’s first plant outside of Asia was initially scheduled to commence operations in March 2023. The company continues to cooperate with Brazilian authorities to address these allegations and ensure its factories adhere to local laws and ethical standards.

Penelitan Senior from the Lembaga Penyelidikan Ekonomi dan Masyarakat at Fakultas Ekonomi dan Bisnis Universitas Indonesia, Riyanto, recently shed light on the tax situation, "Pajak kita untuk low MPV itu 40 persen, PPN 11 persen, PPnBM 15 persen, BBNKB 12,5 persen, PKB 1,75 persen. Jadi 40 persen harga mobil dari off the road dengan harga on the road 40 persen lebih mahal."

PKB: A Progressive Tax

The Pajak Kendaraan Bermotor (PKB) is a progressive tax, meaning the rate increases based on the number of times the vehicle is transferred. According to the Undang-Undang No. 1 Tahun 2022, the initial transfer attracts a tax of up to 1.2%. However, subsequent transfers can be taxed at progressive rates, capping at 6%. But, in certain regions like Jakarta, the initial transfer can be taxed up to 2%, reaching a staggering 10% for subsequent transfers.

BBNKB: A Top-tier Tax

The Bea Balik Nama Kendaraan Bermotor (BBNKB) is another significant expense. According to the same law, this tax is capped at 12%. Yet, in certain regions, it can leap to 20%, effectively doubling the cost.

PPN & PPnBM: taxation on luxury

The Pajak Pertambahan Nilai (PPN) is slated to increase to 12% come next year. This tax will pinch the pockets of affluent consumers, Dorian Gray’s portrait-like, affixed to high-end products and services. Mobil, too, falls into this bracket, currently subject to Pajak Penjualan atas Barang Mewah (PPnBM) taxation.

The PPnBM varies based on emisi gas buang (emissions). For instance, mobil in the LCGC segment is taxed at 3%, while those with higher capacity engines can be subject to rates ranging from 15% to as high as 70%.

STNK, TNKB, BPKB, and SWDKLLJ: License to Print Money

Beyond the taxes mentioned above, car owners are saddled with the cost of acquiring a Surat Tanda Nomor Kendaraan Bermotor (STNK), Tanda Nomor Kendaraan Bermotor (TNKB), Bukti Pajak Kendaraan Bermotor (BPKB), and the Surat Witness Dokumen Kendaraan Lalu Lintas Jalan (SWDKLLJ). Combined, thesecertifications total around Rp 818,000.

The PPK, BBNKB Opsen: More Tax Burdens

From next year, owners can expect to cough up additional funds for Opsen PKB and Opsen BBNKB. Fortunately for those residing in Jakarta, these additional taxes won’t apply.

A Numbers Game: Simulating Toyota Avanza’s Tax Burden

To illustrate, let’s simulate the taxes that would apply to a Toyota Avanza 1.3 E M/T. With a NJKB of Rp 175 million and a DPP of Rp 183.75 million, the breakdown looks like this:

  • PPnBM: 15% x DPP = Rp 27,562,500
  • PPN: 12% x DPP = Rp 22,050,000
  • BBNKB: 12% x NJKB = Rp 21,000,000
  • PKB: 1.2% x DPP = Rp 2,205,000
  • Opsen PKB: 66% x PKB = Rp 1,455,300
  • Opsen BBNKB: 66% x BBNKB = Rp 13,860,000
  • STNK, TNKB, BPKB and SWDKLLJ: Total = Rp 818,000

Adding all these up, the total tax burden climbs to a hefty Rp 88,950,000. That’s almost half the current market price of an Avanza 1.3 E M/T, serving as a stark reminder of the tax load that comes with driving a new car in Indonesia.
