Historic First: President Prabowo Subianto Visits Finance Ministry to Witness 2024 APBN Budget Closure

In a unprecedented move, President Prabowo Subianto made history by visiting the Ministry of Finance on December 31, 2024, to personally witness the closure of the 2024 State Budget. This is the first time a president has attended this event, marking a significant milestone in the country’s fiscal history.

Minister of Finance Sri Mulyani Indrawati disclosed the president’s visit during the Opening Ceremony of the Indonesia Stock Exchange (BEI) for the Year 2025 on Thursday, January 2, 2025. She noted, "For the first time, a president is coming to the Ministry of Finance to witness the closure of the APBN [State Budget]."

The minister humorously added that the president’s visit was not just ceremonial, but also to personally interact and give instructions. "He might also want to see how much money is finally there," she said, laughing.

President Prabowo’s visit occurred from around 4 pm until Maghrib, during which the ministry briefed him on the implementation of the 2024 APBN. Sri Mulyani praised the APBN 2024 closure as a significant success, with a fiscal deficit notably lower than initially projected — below 2.7% of GDP.

"The APBN 2024 was closed with a deficit nearing the initial APBN Law (2.29%). This is an outstanding result, much lower than the initially projected 2.7%," she said. Although she refused to reveal the exact deficit figure, she assured that the ministry’s performance report for APBN 2024 would be released soon.

Sri Mulyani optimistically concluded, "The APBN 2024 was closed in a relatively healthy and secure manner, providing a strong foundation for the year 2025."

Mount Semeru’s popularity as a hiking destination has surged, but so have its costs. In addition to entry tickets, hikers are now obligated to pay a daily fee for the mandatory services of official guides. This decision, announced on the official Instagram handle of the management, came into effect on December 31, 2024.

The official guides, registered under the name PPGST, are to accompany hikers throughout their journey. Their presence is expected to enhance safety, particularly on challenging terrains with high risks, and promote environmental conservation. Moreover, this move is aimed at empowering local communities and minimizing accidents.

"The role of PPGST is to ensure comfort, safety, and monitor adherence to rules. PPGST are not guides or porters," the entity clarified.

Hikers who have already arranged open trips, guides, or porters are nonetheless required to engage the services of the official PPGST due to their status as an approved collective (paguyuban binaan).

It’s worth noting that the entirety of the fee goes directly to PPGST and does not contribute to state coffers.

Details of the Mandatory Guide Fee: Rp 300,000 per day

  • Online reservation is available on the official website of BB.TNBTS (bookingsemeru.bromotenggersemeru.org).
  • Use of PPGST services is mandatory (as per BB.TNBTS procedures).
  • Quota allocation is subject to PPGST availability.
  • Minimum group size is 2 persons, with a maximum of 10 persons per guide.
  • No mid-journey personnel substitution is allowed.
  • Each hiker must carry their original identification (KTP/KK) that matches reservation data.
  • The implementation of this regulation makes Ranu Kumbolo and Semeru the only special interest tourist destinations to mandate official guides.
  • Porter services currently range from Rp 250,000 to Rp 300,000 per day for local tourists, with guide services starting at Rp 350,000 per day for locals, and Rp 500,000 for international visitors.

Mount Semeru Hiking Fees

  1. Local Hiker Fees:

    • Weekday: Rp 20,000 per person per day
    • Weekend/Holiday: Rp 30,000 per person per day
    • Hiking Activity: Rp 20,000 per person per hike
    • Camping Activity: Rp 5,000 per person per day
    • Insurance: Rp 4,000 per person per day
  2. International Hiker Fees:
    • Weekday/Weekend/Holiday: Rp 200,000 per person per day
    • Hiking Activity: Rp 20,000 per person per hike
    • Camping Activity: Rp 5,000 per person per day
    • Insurance: Rp 5,000 per person per day

Daily Hiker Quota

The daily hiker quota for Mount Semeru stands at 200 individuals. Adjustments or increases to this quota are made based on feedback and online bookingresults, as stated on the TNBTS website.

BYD Responds to Slavery Allegations in Brazil Factory Construction

BYD has responded to slavery allegations surrounding the construction of its factory in Brazil, upholding its commitment to human dignity and the law. The Chinese automaker, known for its electric vehicles, has terminated its contract with the implicated construction company, Jinjiang Construction Brazil Ltda.

Allegations and Government Intervention

The Ministry of Labor in Brazil issued a severe violation notice to BYD Auto do Brasil for outsourcing the construction contract to Jinjiang. The ministry alleges that the company has committed serious violations, including slavery-like conditions.

BYD’s Response

In a statement received by Detik, BYD Auto do Brasil reiterated its zero-tolerance stance on any disrespect towards the law and human dignity. The company has subsequently ended its contract with Jinjiang and is exploring further appropriate actions.

BYD has ensured that the subcontracted workers will not be negatively affected by this decision. The company has arranged for their temporary accommodation in local hotels while investigations continue. BYD has also been scrutinizing the working conditions and lives of these workers, engaging with the implicated subcontracting company, and making necessary improvements.

BYD’s Commitment to Brazilian Law

Alexandre Baldy, Senior Vice President of BYD Brasil, stressed the company’s commitment to fully complying with Brazilian law, especially regarding worker protection and human dignity. He stated, "Perusahaan telah beroperasi di Brasil selama 10 tahun dan selalu mematuhi undang-undang setempat dengan ketat juga menjaga komitmennya terhadap etika, rasa hormat, dan martabat manusia."

Previous Allegations and Ongoing Investigations

Previously, Brazilian authorities halted the construction of BYD’s electric vehicle plant due to suspected slavery and labor exploitation among Chinese workers. The country’s Ministry of Public Labor (MPT) reported rescuing around 160 workers from deplorable conditions.

Investigations revealed:

  • Workers were housed in unfit buildings without beds, forcing some to sleep on the floor.
  • Multiple workers shared each bathroom, contradicting local labor standards.
  • Workers were subjected to early morning shifts and had their passports confiscated.
  • They received no pay, violating Brazil’s labor laws.

The MPT labeled the conditions "slave labor," stating that they posed a significant threat to workers’ safety and dignity. The ministry is also investigating potential cases of ‘forced labor’ due to workers’ financial dependencies and high contract termination fees.

BYD’s first plant outside of Asia was initially scheduled to commence operations in March 2023. The company continues to cooperate with Brazilian authorities to address these allegations and ensure its factories adhere to local laws and ethical standards.
