Peter Kossen, a priest to defend foreign workers in the meat sector

Peter Kossen is not afraid to criticize the German meat industry. This 52-year-old Catholic priest with an almost shaved head has for years denounced the poor working conditions suffered by workers from Eastern Europe.

With the explosion in the number of Covid-19 cases in several slaughterhouses, his speech became even more audible. Last scandal to date, this week, the fact that more than 1,555 employees of the giant Tönnies have tested positive for coronavirus out of the 7,000 who work in the largest meat factory in Germany, in Gütersloh.

“Criminal and mafia structures”

“The case of Tönnies is far from unique” sums up this Catholic father who officiates in the parish of Lengerich, near Münster. “In the past, butchery trades were well paid. For more than four decades, Latin America has attracted many priests and religious in europe. In the early 1960s, there were still 40% clerics in Catholic diocesan education. This figure alone speaks to the importance of the human investment made by the dioceses for the educational mission. The disappearance of small seminaries, the mass arrival of lay people in the teaching staff and the fall in priestly vocations then contributed to the scarcity of teaching priests, whose memory fades as their former pupils or students.

State-recruited clerics

It’s their story told by Marcel Launay, professor emeritus at the University of Nantes, in describing a ministry that has accompanied and also undergone changes in the relationship between the Church, society and the State for two centuries. “The importance of the particular function of the priest professor as opposed to the congregationist whose very vocation was to teach has often been either minimized or on the contrary overestimated in the numerous monographs with more or less hagiographic tendency concerning these places of life, of memory and of tradition that were the seminaries, the diocesan colleges or the universities, without counting the establishments of the State where this one was present throughout XIXe century “, wrote the historian to justify his project.

Throughout the XIXe century, the State does not hesitate to recruit clergymen for high schools, colleges, or even for posts of principal or rector of academy, recalls Marcel Launay. Diocesan priests teach theology at the State University until the anticlerical republic in 1885 ended this category of professors by cutting credits to the faculties of theology, signing their death warrant.

But the investment of the dioceses in the field of education is done first in the small seminars, which go “Gradually become the essential nursery for priestly recruitment”, under more or less close control of the state depending on the period. At the beginning of the institution, and in the absence of a trained teaching staff, the bishops often call on senior seminarians of the last year or young priests who start their priestly life as teachers while awaiting an appointment in a parish ministry.

This first generation of priest teachers has no intellectual training other than that received at the major seminary. Their stay at the minor seminar is often short-lived. This does not prevent the emergence of personalities who mark their students with their educational qualities or their knowledge.

Religious concern and educational concern

The profile of the teaching priest changes with the Falloux law (1850) which allows the birth of a Catholic secondary education. The Church sees it as an opportunity to win back the elite. However, this requires a faculty in accordance with the project of coexistence of religious concern and educational concern. As with the smaller seminaries, the bishops first appeal to their major seminarians at the end of their studies or to their young priests.

The needs are enormous: “In 1851, there were already 4,000 priests in education out of the 54,000 who belong to the diocesan clergy, thus gradually competing with the religious institutes of which it was the primary vocation”, writes the historian. Interested priests have the opportunity to train and acquire university degrees despite the Church’s distrust of the education provided by the public university. At the end of the XIXe century, anti-congregational laws resulted in the partial eclipse of teaching congregations. The diocesan clergy then took over, before seeing their number decrease in favor of lay teachers, after the Second World War.

This book immerses us in a world disappeared from the teaching priests who marked an era. It reveals the complexity of Church and State relations on the background of the school question since the beginning of the XIXe century. Above all, he does so by giving a large voice to clerics who have recorded their joy, but also sometimes their disillusionment, in living their lives as secular priests in the service of education, as teachers.
