Latvia’s Russian Espionage Case Explained

Latvia’s State Security Service (VDD) has recommended that prosecutors initiate criminal proceedings against four Latvian nationals suspected of collecting intelligence for Russian services. The investigation centers on the “Baltic Antifascists” group, which authorities allege serves as a conduit for passing sensitive information—including observations of pro-Ukraine supporters—to Russia’s Federal Security Service (FSB) and the Main Directorate of the General Staff (GRU).

Who are the suspects?

Investigators have publicly identified three of the four suspects: Igor Andreev, Iveta Balode, and Yevgeny Oks. According to the VDD, Andreev allegedly gathered information on individuals, organizations, and businesses that support Ukraine. Iveta Balode is identified as the wife of Sergei Vasilyev, the founder of the “Baltic Antifascists” Telegram channel. Yevgeny Oks, a finance sector employee, is alleged to have maintained close ties to Vasilyev.

What information was reportedly collected?

The VDD alleges the suspects transmitted photographs and detailed observations of individuals and entities expressing public support for Ukraine. This reportedly included documentation of people displaying pro-Ukraine symbols, volunteer organizations, humanitarian vehicles, and cars featuring stickers that condemn Russia’s military actions. These details were allegedly channeled through the “Baltic Antifascists” Telegram group, which authorities state is linked to Russian intelligence objectives.

How did the investigation unfold?

The VDD’s security investigation was supported by reporting from the Latvian television channel TV3 and the investigative Dossier Center. The Dossier Center, founded by Russian opposition figure Mikhail Khodorkovsky, provided data that assisted the VDD in building its case. While the VDD has now referred its findings to the prosecutor’s office, the allegations have not yet been tested in a court of law.
