TSHWANE – A second Tshwane official has been suspended following testimony at the Madlanga Commission. Deputy Commissioner Umashi Dhlamini of the Tshwane Metro Police Department (TMPD) requested and received a suspension effective Friday, March 20, 2026.
Allegations of Interference
The suspension follows testimony by Police Sergeant Fannie Nkosi, who told the Commission he acted as an intermediary between Dhlamini and Tshwane Metro CFO Gareth Mnisi. Nkosi testified that Dhlamini provided a list of seven preferred companies for a security contract.
The security contract is reportedly linked to a person referred to as ‘Juju CIC’ and the Economic Freedom Fighters (EFF). The Commission is examining WhatsApp messages between Dhlamini and Nkosi, and is as well considering the involvement of Dhlamini’s brother, who owns a security company.
