Pentagon and Scouting America Reach Agreement Amidst DEI Rollback
The Department of War has conditionally agreed to continue its support of Scouting America, formerly Boy Scouts of America, following a commitment from the organization to eliminate diversity, equity, and inclusion (DEI) initiatives. Secretary of War Pete Hegseth announced the agreement on February 27, 2026, outlining a series of reforms aimed at aligning Scouting America with Executive Order 14173, “Ending Illegal Discrimination and Restoring Merit-Based Opportunity.”
A Return to Foundational Ideals?
Hegseth expressed concern over changes made to the organization since 2012, citing a decline in membership from 10 million in 1970 to under 1 million in 2026. He specifically pointed to the introduction of DEI programs, the name change to “Scouting America,” and changes to the organization’s focus on religious principles as contributing factors. The agreement necessitates a review and removal of “politicized, divisive and discriminatory language” from all Scouting America materials.
Policy Shifts and Merit Badges
Key changes include the discontinuation of the “Citizenship in Society” merit badge, which previously required demonstrating an understanding of DEI principles for advancement to Eagle Scout. Scouting America will introduce a fresh “Military Service” merit badge, intended to foster a connection with the armed forces. The organization will revert to designating sex on applications as solely “male” or “female” and will implement policies preventing members of different biological sexes from sharing intimate spaces.
Financial Relief and Pentagon Liaison
To further support the renewed partnership, the War Department will waive registration fees for the children of active-duty, guard, and reserve military families. A Pentagon-appointed liaison will also be assigned to work directly with Scouting America, ensuring adherence to the Joint Ethics Regulation.
Longstanding Support and Jamboree Logistics
The War Department’s support for Scouting America has historically included personnel, equipment, and logistical assistance, particularly for the organization’s national jamboree, a large-scale event held every four years. Congress authorized this support as early as 1972, viewing the jamboree as a valuable training exercise for military logistics personnel.
Contingency and Future Oversight
The agreement is contingent upon Scouting America making “substantial progress” on the outlined reforms. Hegseth stated that the Pentagon will review the organization’s compliance and reserves the right to withdraw support if the terms of the memorandum of understanding are not met. He expressed hope that the changes would “rededicate” Scouting America to its core principles of duty to God and country, leadership, character, and service.
