Ukrainian President Volodímir Zelenski announced a significant reshuffling of his leadership team this Friday, naming Kiril Budánov, currently head of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine (GUR), as his new chief of staff. Zelenski also proposed Mijailo Fedorov, the current vice prime minister, to lead the Ministry of Defence.
“I met with Kiril Budánov and offered him the position of head of the Office of the President of Ukraine,” Zelenski revealed in a message published on Telegram, following the November resignation of Andrii Yermak, who had been investigated by anti-corruption authorities.
Zelenski stated that Ukraine now needs to focus more on security, the development of its defense forces, and diplomatic negotiations, with the President’s Office serving to fulfill these tasks. He specifically cited Budánov’s “special experience” in these areas.
New Roles Amidst Ongoing Conflict
Budánov, 39, assumed leadership of military intelligence in 2020. Zelenski has already tasked Budánov, along with national security officials, the Defence Council of Ukraine, and other institutions, with updating and presenting a strategic foundation for the country’s defenses.
Budánov accepted the appointment, expressing gratitude for Zelenski’s confidence and stating his continued commitment to Ukraine. He described the position as “another milestone of responsibility” and emphasized the importance of focusing on the “strategic security of our State at these historic moments.”
The changes follow the November 28th announcement of Yermak’s resignation, coinciding with a search of his home and office by Ukrainian anti-corruption authorities. During the war, Yermak held considerable power, often acting as the de facto prime minister and leading Ukraine’s international representation.
Shifting Leadership at the Ministry of Defence
In addition to the changes at the President’s Office, Zelenski proposed that Vice Prime Minister Mijailo Fedorov take over the Ministry of Defence, replacing Denis Shmihal, who has led the ministry since July of last year. Zelenski highlighted Fedorov’s involvement with drone technology and the digitalization of public services.
Shmihal will remain part of the Ukrainian team, Zelenski added, expressing his gratitude for his service.
