Ukraine‘s National Cashback Programme Facing Complications: Citizens Not Receiving Rebates for Ukrainian Goods

Ukrainians are encountering issues with the National Cashback program, with citizens reporting that they are not receiving rebates for their purchases of Ukrainian goods, despite the products being listed on the official register.

The cashback program, initiated by the Ukrainian government, was designed to stimulate domestic demand for Ukrainian goods. It provides a 10% cashback rebate for qualifying purchases, up to a maximum of 3000 hryvnias (UAH) per month. However, users have reported that they are not receiving the cashback, even for purchases listed as eligible under the program.

One user complained that they have not received a single cashback for their purchases over the last week, dating back to New Year’s Eve. Furthermore, another user revealed that they were not reimbursed for purchases made in participating network stores, which they had double-checked via the ‘Made in Ukraine’ website and app.

"Every item I purchased was on the list, yet I only received a cashback for one item," the user commented on the Diya platform.

Other users are experiencing similar difficulties, with the cashback failing to materialize even after buying items from pharmaceuticals, including chain stores such as ‘9.1.1 Apteka.’

A possible explanation, as suggested by Diya, could be due to temporary system malfunctions. Users are encouraged to verify their purchases by ensuring the participating network, product listing, and ‘Made in Ukraine’ branding before proceeding with transactions. It may also be useful to double-check if the purchased product is featured on the government’s cashback website or via the app’s cashback scanner function.

In addition, it has been suggested that issues could also be stemming from the lack of cashback compatibility at specific vendor branches, temporary technological malfunctions, or incorrect information within the official system.

Recall that Ukraine’s Ministry of Digital Transformation has previously mentioned potential reasons for missed cashbacks. According to their statements, a failure to obtain cashback when all conditions were satisfied may stem directly from issues with the vendor’s checkout terminal.

Separately, we reported on ‘Ukrainka’, a nationwide online grocery marketplace, becoming a partner in the national cashback scheme, enabling Ukrainians to get 10% back on all purchases on their platform.
