California officers run over gunman with armored car, officials say

by Rachel Morgan News Editor April 10, 2026
written by Rachel Morgan News Editor

A Tulare County sheriff’s deputy was fatally shot Thursday whereas assisting officers serving an eviction notice in Porterville, California. The incident escalated into an hours-long standoff with the suspected gunman, ultimately ending when he was struck and killed by a police armored vehicle.

A Tragic Confrontation

The unusual conclusion to the tragic events unfolded around 6 p.m., coinciding with a news conference led by Tulare County Sheriff Mike Boudreaux.

Did You Know? Deputy Randy Hoppert also served as a Navy corpsman from 2010 to 2015.

Sheriff Boudreaux announced the suspect’s death, clarifying that the suspect was not shot. Instead, he was fatally struck by one of the department’s armored vehicles.

Boudreaux emphasized the focus should remain on the fallen officer, stating, “This story is not about him; this story is about our officer.” He added that the suspect’s actions had created the situation, leaving a family facing an unimaginable loss – a baby who will “never know his or her father.”

When questioned by a reporter, Boudreaux confirmed that officers intentionally struck the suspect with the armored vehicle. He stated, “We intentionally ran him over… Don’t shoot at cops. You shoot at cops, we’re going to run you over. He got run over. He got what he deserved.”

Details of the Incident

According to Boudreaux, the suspect, identified as 59-year-traditional David Morales, was wearing camouflage and actively firing at officers while moving between three homes. Officers in the armored vehicle were searching an area where they believed he was hiding when the incident occurred. Morales had initially barricaded himself inside his home.

View this post on Instagram

The announcement regarding the suspect’s death followed the release of details about the slain deputy, 35-year-old Randy Hoppert, who had served as a detective with the department for six years.

Hoppert’s wife is four months pregnant, and the family has requested privacy, according to Boudreaux.

Expert Insight: The Sheriff’s direct statement regarding the intentional use of force raises significant questions about departmental policy and the legal ramifications of such actions. While the context involves an active shooter situation, the explicit declaration of intent is likely to draw scrutiny.

A procession was held earlier in the day for Deputy Hoppert, traveling from Sierra View Medical Center to the Tulare County coroner’s office.

Boudreaux stated that Morales had no prior criminal history and possessed 18 registered firearms, primarily handguns. However, he was using a high-powered rifle to shoot at officers and a law enforcement drone.

The incident began around 10:20 a.m. Near Newcomb Street and Grand Avenue after Morales fired upon two officers attempting to serve an eviction notice. Hoppert was wounded during a subsequent exchange of gunfire and was taken to a hospital for treatment.

“This situation went from a civil order of removal to our officer being shot and killed,” Boudreaux said. “This is senseless.”

Videos shared on social media showed deputies taking cover as they were fired upon. Property records indicate Morales’ home is located in the 1700 block of Brian Avenue.

The shooting prompted a four-block area lockdown. The Porterville Unified School District also initiated lockdowns at Westfield Elementary, Sequoia Middle School, and Monache High School.

Negotiators and family members attempted to communicate with Morales, but he refused to surrender peacefully, continuing to fire at officers.

Scientists May Have Found a New Cause of High Blood Pressure, And a Way to Treat It : ScienceAlert

by Chief Editor April 10, 2026
written by Chief Editor

The Brain’s Hidden Role in High Blood Pressure: A New Avenue for Treatment

For decades, high blood pressure (hypertension) has been largely attributed to lifestyle factors and genetics. However, a groundbreaking new study suggests a more direct neurological link, pinpointing a specific brain region – the lateral parafacial (pFL) – as a potential trigger. This discovery, stemming from research conducted by teams at the University of São Paulo in Brazil and the University of Auckland in New Zealand, could revolutionize how we understand and treat this widespread condition.

Breathing, Blood Vessels, and the pFL Region

The pFL region is known for its involvement in controlling breathing, particularly the forceful exhalations we make during exercise or when laughing. Researchers discovered that in tests on rats, this region as well influences blood vessel constriction. This dual action – breath control and blood vessel signaling – appears to contribute to hypertension in some cases. This may explain why a significant percentage of patients, around 40% by some estimates, continue to struggle with uncontrolled blood pressure despite medication.

Breathing, Blood Vessels, and the pFL Region

How the Connection Works: The Sympathetic Nervous System

The study suggests that pFL neurons connect changes in breathing rhythms to increased activity in the sympathetic nervous system – the body’s ‘fight-or-flight’ response. This connection aligns with existing research linking hypertension to brain and nervous system function. Researchers were able to activate pFL neurons in rats, triggering brain circuits that subsequently raised blood pressure. They then mapped the brainstem and nerve activity, comparing hypertensive rats to control groups.

A Potential Breakthrough in Treatment

The most promising aspect of this research is the potential for new therapeutic strategies. Researchers found that inactivating the pFL region in hypertensive rats normalized their blood pressure. This led them to explore targeting the region indirectly, focusing on the carotid bodies – clusters of cells in the neck that influence pFL neurons.

“Our goal is to target the carotid bodies, and we are importing a new drug that is being repurposed by us to quench carotid body activity and inactivate remotely the lateral parafacial region safely,” explains physiologist Julian Paton from the University of Auckland.

Sleep Apnea and the Breathing-Blood Pressure Link

The findings also shed light on the connection between sleep apnea and hypertension. Sleep apnea, characterized by interrupted breathing during sleep, creates fluctuations in oxygen and carbon dioxide levels. The pFL neurons respond to these changes, potentially contributing to the increased risk of high blood pressure observed in individuals with sleep apnea.

The Road Ahead: From Animal Models to Human Trials

It’s crucial to note that this research was conducted on animal models. While the findings are highly encouraging, further investigation is needed to confirm whether the same circuitry is present and functions similarly in humans. However, given that approximately one-third of the global population struggles with high blood pressure, and many lack access to effective medication, the urgency for new treatment options is clear.

Frequently Asked Questions

Q: What is the lateral parafacial (pFL) region?
A: The pFL is a brain region involved in controlling breathing, particularly forceful exhalations.

Q: How does the pFL region contribute to high blood pressure?
A: It appears to influence both breathing and blood vessel constriction, potentially triggering hypertension.

Q: Is this research applicable to humans?
A: While the study was conducted on rats, researchers believe the findings may translate to humans, but further research is needed.

Q: What is the next step in this research?
A: Researchers are focusing on developing drugs that can target the carotid bodies to indirectly regulate the pFL region.

Q: What is the connection between sleep apnea and high blood pressure?
A: The pFL region responds to changes in oxygen and carbon dioxide levels, which occur during sleep apnea, potentially contributing to hypertension.

Pro Tip: Maintaining a healthy lifestyle, including regular exercise and a balanced diet, remains crucial for managing blood pressure, even as new research emerges.

written by Chief Editor

Paul Simon at 84: A Legacy of Intimacy and Reinvention

Paul Simon’s recent performances, including those in Prague, highlight a remarkable career navigating the challenges of aging while maintaining artistic relevance. While his voice may not possess the same youthful energy, this shift has profoundly impacted his recent work, particularly the 2023 album Seven Psalms, exploring themes of solitude, mortality, and spirituality.

The Genesis of Seven Psalms: Dreams and Inspiration

The concept for Seven Psalms originated in a vivid dream Simon experienced on January 15, 2019, where a voice instructed him he was “working on a piece called Seven Psalms.” Initially dismissed, the idea resurfaced, prompting him to write lyrics late at night, inspired by the Book of Psalms and a contemplation of faith. The album, released in May 2023, is intended to be experienced as a single, continuous 33-minute work, a departure from traditional album structures.

The Genesis of Seven Psalms: Dreams and Inspiration

Acoustic Intimacy and Live Performance

Seven Psalms is a completely acoustic performance, showcasing Simon’s songwriting and vocal delivery in their purest form. Live performances retain this intimate setting, even with a ten-piece band, occasionally augmented by his wife, Edie Brickell, on tracks like “The Sacred Harp” and “Wait.” The Prague concerts were described as a quieter, more reflective part of the evening, contrasting with performances of his more well-known hits.

Facing Challenges, Embracing Resilience

Simon’s return to the stage is particularly noteworthy given his announcement in 2018 that the demands of touring were taking a toll. Further complicating matters, he revealed in 2023 nearly complete hearing loss in his left ear. However, through treatment at the Stanford Initiative for Acoustic Medicine, he regained the ability to perform and consider acoustic adjustments to venues to optimize the listening experience.

The Enduring Power of a Folk Icon

The Prague performances demonstrate Simon’s continued ability to connect with audiences through his music. He carefully selects songs for his setlists, considering his current vocal capabilities, while still delivering beloved classics from his extensive catalog, including material from his work with Art Garfunkel. His band provides a technically proficient and emotionally resonant accompaniment, enhancing the overall experience.

The Album as a Unified Work

Seven Psalms is not simply a collection of songs; it’s conceived as a unified composition. Digital releases and CD copies maintain the intended sequencing, encouraging listeners to experience the work as a whole. This approach reflects Simon’s desire to transcend the conventional album format and create a more immersive artistic statement.

FAQ

  • What is Seven Psalms? It’s Paul Simon’s fifteenth solo studio album, released in 2023, intended to be listened to as a single, 33-minute piece.
  • What inspired the album? A dream Simon had in 2019, combined with inspiration from the Book of Psalms and a contemplation of faith.
  • Is Paul Simon still touring? Yes, he performed in Prague in April 2026 and has future dates scheduled.
  • What challenges has Paul Simon faced recently? He announced a break from touring in 2018 and later revealed significant hearing loss, which he has since addressed with medical treatment.

Global PC Market Shows Resilience in Early 2026, But Challenges Loom

The global PC market demonstrated a surprising degree of resilience in the first quarter of 2026, according to research from Omdia. Despite looming concerns about a global memory crisis and rising component costs, shipments experienced a notable increase, offering a glimmer of optimism amidst ongoing supply chain disruptions.

Q1 2026: A 3.2% Rise in Global PC Shipments

Worldwide PC shipments reached 64.8 million units between January and March 2026, representing a year-over-year increase of 3.2%. Laptop shipments, including mobile workstations, contributed to this growth with a 2.6% rise to 50.8 million units. Desktop shipments, including workstations, saw even stronger growth at 5.4%, reaching 14 million units.

Drivers Behind the Growth

Several key factors fueled this positive momentum. Manufacturers strategically accelerated shipments to preempt anticipated price increases for components. The ongoing replacement cycle for devices running Windows 10 also contributed to demand, alongside a wave of new product launches at the beginning of the year.

Drivers Behind the Growth

The Shadow of Supply Chain Constraints and Rising Costs

However, Omdia Principal Analyst Ben Yeh cautioned that this growth is likely a peak for 2026. Supply chain pressures are expected to intensify starting in the second quarter, accompanied by rising prices for memory and storage. This is largely attributed to the substantial demand from artificial intelligence (AI) data center construction, which is absorbing component supplies and limiting availability for the consumer market.

Adding to the pressure, processor prices from both Intel and AMD are projected to increase by 10 to 25% heading into the second quarter, further squeezing PC vendors.

Sheriff Boudreaux said that deputies were serving the notice at a home on Brian Avenue near North Salisbury Street around 10:40 a.m. When shots were fired.

Authorities said the 60-year-old suspect, identified as David Morales, barricaded himself inside the home and was believed to be armed with a high-powered rifle. Multiple shots were exchanged.

Detective Randy Hoppert was struck, and after a tactical rescue was taken to Sierra View Medical Center in Porterville, where he later died.

Did You Know? This is the first line-of-duty death for the Tulare County Sheriff’s Office since December 7, 2007, nearly 20 years ago.

Sheriff Boudreaux said officials considered using a medivac helicopter to transport Hoppert to the trauma center at Community Regional Medical Center in Fresno, but the detective’s condition was too volatile for air transport.

Fallen detective leaves behind pregnant wife

Hoppert served in the U.S. Navy from 2010 to 2015 and joined the Tulare County Sheriff’s Office on January 5, 2020.

He leaves behind a wife who is four months pregnant. His grandfather previously served as a Tulare County undersheriff.

Deadly confrontation during eviction

Boudreaux said the eviction involved a final notice after the suspect failed to pay rent for 35 days and was expecting law enforcement to arrive.

He said Morales “laid in wait,” and deputies immediately came under gunfire when they arrived to serve the notice.

The detective who was killed was part of the group of officers who responded to assist.

Boudreaux said the detective died around noon, approximately 60 to 80 minutes after the eviction process began.

Heavy law enforcement response unfolds

Several SWAT teams were deployed to the area, and Sheriff Boudreaux said homes across four blocks were cleared as a precaution.

Wildlife trade increases risk of disease transmission to humans

by Chief Editor April 10, 2026
written by Chief Editor

Wildlife Trade: A Growing Threat to Global Health

The global trade in wild animals, encompassing everything from lemurs to fennec foxes, is a multi-billion dollar industry with a dark side. A new study, co-authored by University of Maryland Professor Meredith Gore and researchers at the University of Lausanne, reveals a significant link between this trade and the increased risk of diseases jumping from animals to humans – a process known as zoonotic spillover.

The 1.5x Risk Factor

Published in Science, the research analyzed four decades of wildlife trade data, both legal and illegal, alongside records of host-pathogen interactions. The findings are stark: mammals involved in the wildlife trade are 1.5 times more likely to carry infectious agents capable of infecting humans compared to those not traded. This heightened risk underscores the urgent need to address wildlife trade as a critical component of global disease prevention strategies.

The 1.5x Risk Factor

The Exotic Pet Trade: A Major Concern

The study highlights the particular danger posed by the illegal wildlife trade, especially the sale of live, exotic animals as pets. Demand, often fueled by social media trends, expands the range of species in circulation, creating more opportunities for pathogens to emerge. The recent outbreak of monkeypox beyond Africa, linked to the trade of Gambian giant pouched rats and rope squirrels, serves as a chilling example.

Pro Tip: Be cautious when considering exotic pets. Beyond the ethical concerns, you’re potentially introducing a pathway for disease transmission.

Beyond the Purchase: The Full Chain of Risk

While the immediate risk to consumers may seem low – the study notes that infection from items like ivory keys or fur is rare – the danger lies in the entire supply chain. Someone must hunt, skin, and transport the animal, creating multiple points of potential exposure. As Jérôme Gilpert from the University of Lausanne explains, “The problem lies at the beginning of the chain.”

Time is a Factor: Decades of Increased Risk

The research also revealed a concerning trend: for every decade a species is present in the market, it shares one additional pathogen with humans, on average. This demonstrates that the longer a species is traded, the greater the opportunity for disease transmission becomes.

View this post on Instagram

The Role of Consumption and Environmental Change

Consumer behavior plays a significant role in driving the wildlife trade and, the risk of zoonotic diseases. Cleo Bertelsmeier, a research team leader at the University of Lausanne, emphasizes that “Even if the danger is not immediate, our consumption choices indirectly fuel the transmission of pathogens to humans.”

Professor Gore adds that the study underscores how broader environmental changes – including species loss and ecological disruptions – contribute to public health risks. She argues that current international agreements regulating wildlife trade primarily focus on preventing extinction, rather than disease transmission.

Biosurveillance and Trade Dynamics

The researchers call for stronger biosurveillance of wildlife and animal products to detect emerging infectious threats. Gore points out that models predicting pathogen risk often fail to account for trade dynamics, particularly illegal trade, leading to inefficient resource allocation for surveillance and management, especially in areas with limited resources.

Future Trends and Mitigation Strategies

Looking ahead, several trends could exacerbate the risks associated with wildlife trade:

  • Increased Demand for Exotic Pets: Social media and online marketplaces are likely to continue fueling demand for exotic animals, increasing the volume of trade and the diversity of species involved.
  • Climate Change and Habitat Loss: As habitats shrink and species are forced into closer contact with humans, the potential for zoonotic spillover will likely increase.
  • Expansion of Illegal Trade Networks: Sophisticated criminal networks involved in wildlife trafficking are becoming more adept at evading detection, making it harder to control the trade.

Mitigation strategies must focus on reducing opportunities for contact between humans and traded wildlife. This includes strengthening regulations, improving enforcement, and addressing the underlying drivers of demand.

FAQ

Q: What is zoonotic spillover?
A: Zoonotic spillover is the process by which a disease jumps from an animal to a human.

Q: Is the wildlife trade the only source of zoonotic diseases?
A: No, but it is a significant and growing risk factor. Other sources include agricultural practices and contact with wild animals in their natural habitats.

Q: What can I do to reduce the risk?
A: Avoid purchasing exotic pets, support conservation efforts, and be mindful of the origins of products derived from wildlife.

Did you know? Mammalian species involved in wildlife trade are 1.5 times more likely to harbor infectious agents that can infect humans.

Utrecht Delays Stricter Truck Access Rules to 2027

written by Chief Editor

Utrecht has delayed the implementation of stricter rules governing truck access to the city’s center. Following a threat of legal action from the transportation sector, the municipality has agreed to postpone the new regulations until January 1, 2027, pushing back the previously scheduled date of May 1, 2026.

Kwetsbare binnenstad

The decision to delay comes as Utrecht aims to protect its historic city center, improve livability, and create more space for cyclists, and pedestrians. The new rules, when enacted, will restrict trucks entering the city center to a maximum weight of 3.5 tons, effectively limiting access to vans and electric cars with trailers. Lighter trucks will be permitted in a small portion of the inner city, but with a combined weight limit of 7.5 tons.

Did You Know? The transport sector initiated legal proceedings against the stricter rules on March 26th, arguing that businesses had insufficient time to adjust.

According to transport organization TLN, a 7.5-ton limit prevents the delivery of goods like soft drinks or building materials. The transport sector has stated it does not oppose stricter rules, but seeks “objective, transparent criteria for exemptions” and improved communication from the municipality.

Expert Insight: This delay highlights the complex balancing act cities face when attempting to modernize infrastructure and prioritize environmental concerns while simultaneously supporting local businesses and logistical needs. The need for clear communication and collaborative solutions is paramount in these situations.

The municipality has committed to extending existing exemptions until May 1, 2028, and to processing any new exemption requests submitted before October 1, 2026, by January 1, 2027.
