Legarda Urges Respect for New Senate Leadership

by Rachel Morgan News Editor

Senator Loren Legarda has urged the Senate to move forward under its newly elected leadership while maintaining that her removal from the post of Senate president pro tempore on June 3 was unconstitutional. During a special session on Wednesday, Legarda acknowledged the election of Senator Sherwin “Win” Gatchalian as the new Senate president, asserting that the day’s proceedings hold their own constitutional standing.

Despite her formal recognition of the Wednesday special session results, Legarda continues to challenge the validity of the June 3 proceedings. According to a statement issued by her office, she maintains that her removal from leadership was invalid under the 1987 Constitution. She clarified that her position is not a matter of personal power but a concern regarding constitutional adherence. “Now that 13 Senators have clearly made that decision, I respectfully implore my fellow Senators to give this matter due respect and allow this institution to move forward,” Legarda stated.

What happens next for the Senate

The Senate is expected to continue its legislative duties following the election of new leadership. In addition to Gatchalian as Senate president, the chamber elected Senator Tito Sotto as Senate president pro tempore and Senator Juan Miguel Zubiri as majority floor leader. Legarda offered her congratulations to the new officers, expressing her wishes for their success in advancing the work of the institution. She noted that her recognition of the new leadership operates “prospectively from this point forward,” allowing the Senate to continue its work for the Filipino people.

Potential Supreme Court involvement

Legal clarity regarding the Senate’s internal proceedings may come from the Supreme Court. Legarda reiterated her hope that the high court will provide guidance on the matter, following a petition filed by the minority bloc. According to the senator, a ruling from the Supreme Court could establish precedents for voting thresholds and numerical requirements. Such guidance is considered significant by Legarda to prevent future controversies, particularly regarding procedures that may arise in potential impeachment cases.
