Construction work at the White House was a contributing factor in an August 4, 2026, safety incident that brought the presidential helicopter, Marine One, too close to a commercial passenger plane in the skies over Washington, according to a preliminary report released on Thursday by the National Transportation Safety Board.
White House Construction and Radio Failures Led to Marine One Near-Miss
The close pass occurred after President Donald Trump took off on Marine One from a temporary takeoff site on the Ellipse, located outside the grounds of the White House, while a permanent helipad and a $600 million ballroom were being constructed on the White House grounds. The South Lawn helipad construction includes the installation of a granite pad designed to withstand hot exhaust fumes created by the new VH-92A Patriot Marine One helicopter.
Communication Breakdowns and Air Traffic Control Issues
Investigators determined that the temporary relocation of takeoff operations to the Ellipse created an unexpected radio line-of-sight obstruction. Technicians with the Federal Aviation Administration found that there was inadequate line-of-sight to ensure proper communications between the radio transmitter/receiver site and the Ellipse.
Before departing, Marine One attempted to contact air traffic controllers twice at Ronald Reagan Washington National Airport to provide a standard three-minute liftoff warning used to clear airspace. One transmission was never received, while the other was broken and completely unreadable. Because the air traffic control tower did not receive the warning, controllers cleared an Envoy Air passenger jet for takeoff. The Marine One crew had reportedly informed Reagan National Airport air traffic controllers a week prior to the incident that communications had been spotty.
Aircraft Separation and Safety Responses
During the event, the commercial aircraft’s cockpit traffic collision avoidance system alerted its flight crew, and the Marine One pilots identified the jet, eventually warning the tower after gaining altitude and initiating a hover to maintain a safe distance.

According to Federal Aviation Administration estimates cited in the NTSB report, the presidential helicopter and the Envoy Air passenger plane were separated by 1.3 kilometers (0.82 miles) horizontally and about 215 meters (700 feet) vertically when the incident happened. This was less than the required minimum separation under FAA rules for Class B airspace. Both the White House and the Federal Aviation Administration stated that President Trump was never in danger, and no injuries were reported.
FAA Infrastructure Upgrades and Ongoing Investigation
Following the incident, the Federal Aviation Administration took steps to secure the communication link by relocating radio receiver infrastructure to the top of the airport control tower to improve signal integrity and bypass line-of-sight obstructions. Post-incident testing confirmed that these modifications restored necessary coverage for departure coordination.

The NTSB report remains preliminary, and the investigation is ongoing as officials continue to calculate and confirm distances. No official announcements regarding disciplinary actions have been made. The event drew heightened attention due to its location at Reagan Washington National Airport, which was previously the site of a 2025 collision between American Airlines Flight 5342 and a U.S. Army Black Hawk helicopter that killed 67 people and led to new federal regulations in D.C. airspace.
