“Pretty much every new AI-focused program we’re building up… all of them include a co-design approach where patients, clinicians, anybody that is engaged as a stakeholder in the process has to be involved,” Bower said.

Programs like AIM-AHEAD, which originally started in 2021, work to instill artificial intelligence expertise among biomedical researchers working in underserved communities. Bower noted that these regional networks are currently training researchers to keep everyday patients and local communities closely tied to research initiatives. Other precision medicine programs, including PRIMED-AI and Bridge2AI, also utilize this multi-stakeholder design model to shape advanced machine learning applications.

Accelerating Biomedical Innovation Through the Bio Genesis Mission

The push for widespread community inclusion arrives alongside a major federal effort to double the speed of biomedical breakthroughs. Announced in July, the Bio Genesis Mission targets six distinct scientific domains, according to an U.S. Department of Health and Human Services press release.

The targeted domains include predicting living systems, scaling biology for industrial leadership, detecting biological threats early, accelerating drug discovery, unlocking pediatric cancer cures, and uncovering the root causes of chronic disease. Advanced computing tools analyze vast, complex datasets through the initiative, allowing researchers to spot hidden patterns, formulate new hypotheses, and surface novel medical treatments. Federal planners expect tangible results within five to ten years.

Interagency Collaboration With FDA and CMS

Translating laboratory breakthroughs into accessible patient care requires deep coordination across federal health branches. Bower noted that NIH is in the early stages of ironing out official logistics with partner agencies.

“We are early in those conversations, sort of figuring out how all the pieces fit together,” Bower told Nextgov/FCW. He added that leadership is determining how HHS will coordinate these efforts alongside NIH.

During the AI+ Health Summit, Bower pointed to future collaborations with the Food and Drug Administration and the Centers for Medicare and Medicaid Services to fast-track discoveries. The FDA will assist in creating a quicker path to market for new medical innovations. Meanwhile, CMS handles market access by determining Medicare coverage parameters for seniors.

“CMS, FDA, NIH are all interested in making sure things get translated to the market in a safe and effective way, that things are validated appropriately,” Bower said.

Bower expects the agency to establish a solid bureaucratic and technical infrastructure within the next 12 months. This framework aims to lower existing hurdles by streamlining interagency agreements and Memorandums of Understanding across HHS.
