Five Indonesian officials, including a prison chief, have been suspended following the discovery of a luxury apartment-style compound allegedly used by inmates at Cibinong Prison in Bogor near Jakarta. Investigators from Indonesia’s Ombudsman uncovered more than 10 residential units featuring high-end amenities during a surprise inspection on Sept. 23, drawing renewed public scrutiny to the nation’s correctional system.

The discovery at Cibinong Prison came to light after investigators from Indonesia’s Ombudsman conducted a surprise inspection on Sept. 23, according to Ombudsman member Syafrida Rachmawati Rasahan. Speaking at a news conference on Tuesday, Rasahan stated that the team found more than 10 residential units separate from regular prison cells.

“We found strong indications that certain inmates had access to special facilities unavailable to ordinary prisoners,” Rasahan said, adding that investigators “encountered inmates inside the residential compound and discovered facilities resembling homestays, apartments and villas rather than prison housing.”

The unauthorized spaces contained amenities such as air conditioners, big-screen televisions, refrigerators, sofas, and dining areas. Investigators also reported finding a gym, a golf simulator under construction, and luxury vehicles within the complex. The 4-hectare (10-acre) Cibinong facility houses a mix of inmates, including convicted corruption offenders and other high-profile prisoners. While officials have not officially disclosed the identities of the inmates allegedly living in the compound, Rudi Setiawan, inspector general of the Ministry of Immigration and Corrections, noted that the buildings were originally intended as official housing for prison personnel.

Suspensions and Ongoing Investigations by the Ministry

Following the Ombudsman’s findings, the Ministry of Immigration and Corrections launched an inquiry that has involved questioning dozens of inmates and prison employees. Setiawan announced the immediate disciplinary action on Tuesday. “We have suspended five structural officials, including the Cibinong prison chief, who are suspected of being responsible for the incident uncovered by the Ombudsman,” Setiawan said.

Investigators are examining whether the staff housing buildings were converted into unauthorized accommodations for prisoners. The incident has intensified pressure from lawmakers, anti-corruption activists, and watchdog groups, who are urging authorities to identify which prisoners occupied the luxury facilities and to determine whether prison officials accepted payments in exchange for these privileges.
