The decree, numbered 3/2025, streamlines the management of ports and navigation by dissolving the former Subsecretaría de Puertos y Vías Navegables and the Administración General de Puertos Sociedad Anónima Unipersonal (AGP SAU).

The ANPYN will operate as an autonomous entity within the Ministry of Economy, acting as the sole national port authority and jurisdiction. It will absorb the functions and resources of the dissolved entities, with the aim of reducing bureaucracy and improving the efficiency of port operations.

Key responsibilities of the ANPYN include:

  1. Port Regulation and Management: The agency will oversee the regulation and management of ports, including their construction, operation, and infrastructure.
  2. Navigation Safety and Environmental Protection: The ANPYN will ensure safety, preventive measures, and environmental protection in ports and navigation channels.
  3. Transport Infrastructure Development: The agency will coordinate, plan, and develop multimodal transport infrastructure projects, such as nodes, port terminals, and centers of cargo transfer.
  4. Innovation and Technological Integration: The ANPYN will promote the integration of technology and innovation in the port sector to enhance efficiency and competitiveness.
  5. Sustainable Port Development: The agency will foster sustainable development in the port sector, promoting the inclusion of local communities and regional growth.

The creation of the ANPYN comes as part of a broader government initiative to modernize and streamline the public sector. By unifying port management under a single entity, Argentina seeks to reduce administrative burdens, improve service quality, and foster economic growth and job creation.

This decree is part of the urgent and necessary measures decreed under the Ley de Bases y Puntos de Partida para la Libertad de los Argentinos N° 27.742, aiming to enhance public administration, transparency, and efficiency.
