Barclays Staff Revolt Against Return-to-Office Mandate

Unite Organizes Opposition Against Barclays RTO Mandate

Unionised staff represented by Unite are pushing back against plans announced earlier this summer requiring workers to return to the office at least three days a week starting in October.

Unite, which represents nearly 80% of Barclays’ 45,000 UK staff, is demanding that the bank halt the plans entirely.

Union Perspectives on Banking Sector Flexibility

Rick Coyle, a national officer at Unite, stated that the policy runs counter to the broader financial industry. “One of the issues that has caused consternation is that most employers in banking and financial services are generally embracing greater flexibility,” Coyle said, adding that “our members think that Barclays is trying to fix a problem that doesn’t exist.”

Coyle noted that opposition continues to grow as the open letter circulates across UK offices. The union accused the bank of failing to provide an evidence-based rationale for the shift, which it claims will create substantial challenges for employees.

Barclays’ mandate mirrors tighter work-from-home policies implemented across other major financial institutions following the Covid-19 pandemic, particularly aimed at younger workers. Competitors like JP Morgan have adopted similar stances. Chief Executive Jamie Dimon told Bloomberg last year that banking is “an apprenticeship system” where staff “can’t learn working from your basement.”

Barclays Defends Minimum Time-in-Office Rationale

A Barclays spokesperson defended the policy, stating that the bank recognises the benefits of balancing flexibility with physical collaboration. “Our minimum time-in-office requirements vary by business area, reflecting the nature of the work and the needs of the business,” the spokesperson said. According to the bank, most colleagues not already meeting the three-day threshold will align with the broader approach, while senior leaders will spend an extra day on-site to support collaboration, decision-making, and leadership visibility.
