The local government unit of Botolan, Zambales, has officially adopted the Paleng-QR PH Plus cashless payment program. This initiative is designed to create faster, safer, and more convenient business transactions for the town’s residents.
Mayor Jun Omar Ebdane launched the program on April 29. To demonstrate the system, the mayor and representatives from financial institutions and national government agencies conducted test purchases with tricycle drivers, at gasoline stations, and within the Botolan People’s Market.
Driving Digital Transformation
Mayor Ebdane stated that the initiative proves Botolan is ready for digital transformation and modernization. He noted that the system is safe and convenient, allowing residents to complete transactions with a single scan rather than carrying large amounts of cash.
The Paleng-QR PH Plus system was originally introduced in 2022 by the Department of the Interior and Local Government (DILG) and the Bangko Sentral ng Pilipinas (BSP). It allows customers to make payments using QR Ph codes via e-wallets or mobile apps from partner banks.
Broadening Financial Access
A primary goal of the program is to integrate small vendors and tricycle drivers into the digital financial ecosystem. By reducing the reliance on physical cash, the system enables the payment of exact amounts and removes the risk of receiving counterfeit bills.

The rollout in Botolan involved a wide network of partners, including the Botolan Tricycle Operators and Drivers Association and the Botolan People’s Market Vendors Association. Government support was provided by the DILG, BSP, Department of Information and Communication Technology, and the Department of Trade and Industry.
National Adoption and Partnerships
The adoption of this system is part of a larger national trend. As of March this year, Metro Manila and 45 provinces have seen more than 1,120 LGUs adopt the system.
Several financial institutions supported the Botolan launch, including:
- GCash and Maya
- Land Bank of the Philippines and Philippine National Bank
- China Bank Corp. And Producers Bank
- Zambales Rural Bank
- Social Security System
Future Outlook
Following the successful launch in Botolan, other municipalities within Zambales may appear to implement similar digital payment frameworks. As more residents and vendors become comfortable with QR Ph codes, the local economy could spot a further decrease in cash dependency.
The continued partnership between local associations and national agencies is likely to be a key factor in whether the system achieves full penetration across all local market sectors.
