The leaders of Britain and France pledged to provide Ukraine with stronger military support, including access to classified technology and faster deliveries of air defence missiles, during a meeting of allies in Kyiv to mark the country’s independence day celebrations, according to Reuters. The gathering of the Coalition of the Willing brought together international leaders as Ukraine marked 35 years since its break from the Soviet Union.
Britain and France Pledge Enhanced Military Support on Independence Day
British Prime Minister Andy Burnham visited Kyiv on his first foreign trip since taking office the previous month. Standing alongside Ukrainian President Volodymyr Zelenskiy and European Council President Antonio Costa, Burnham emphasized the priority placed on assisting Ukraine’s defence.

Burnham said, as reported by Devdiscourse, vowing to continue that support despite threats from Moscow. Burnham also called for further economic sanctions to squeeze Russia’s ability to fund the war.
Access to Classified Missile Technology
As part of the military assistance package, Britain announced it would allow Kyiv access to classified technology to start its own production of Storm Shadow long-range cruise missiles, which are capable of carrying out strikes deep within Russia. France has already given its assent to license the technology for the European missile. Burnham announced that the British government was authorizing defense firm MBDA to release the classified information needed to help Ukraine and France set up local production of the long-range missile, known as the Storm Shadow or SCALP.
In response, the Kremlin accused London of preventing peace and threatened to target and destroy facilities producing the missile in Ukraine. The Kremlin also stated that the use of classified British technology would add fuel to the fire of worsening relations, following previous warnings from Moscow regarding drone supplies.
Air Defence Shortages and Winter Preparations
Air defence supplies were the main priority at the meeting of 30 leaders of the Coalition of the Willing. Zelenskiy stated that Ukraine needs at least 300 interceptors to make it through the winter, appealing to allies to deliver an air defence package before Russia renews its strikes on the country’s energy infrastructure. Kyiv has faced an acute shortage of U.S.-made Patriot air defence interceptors—noted as the only weapon in its arsenal capable of downing ballistic missiles—as supplies have been impacted by other global conflicts.
French President Emmanuel Macron, co-chairing the coalition meeting via video link, stated that a string of deadly attacks on Ukrainian cities in recent weeks demonstrated the urgent need for allies to step up deliveries of interceptors, pledging that France would do its part. Macron also warned that Russia would try to escalate actions against European countries to deter them from assisting Ukraine.
Financial Deficits and Calls for Peace
During the meeting, Zelenskiy highlighted that Ukraine’s war effort was complicated by a $27-billion defence funding gap for the year and appealed for additional financial support, suggesting that Russia’s frozen overseas assets could be used to finance the deficit. Zelenskiy also reiterated that while Ukraine wants peace, it is not ready to surrender or cede territory in the country’s east.
Concurrently, more than 50 countries at the United Nations issued a joint statement calling on Russia to accept an unconditional ceasefire. Zelenskiy paid tribute to Ukrainian people and soldiers defending the country, presenting state awards to family members of fallen soldiers in The Globe and Mail.
