Bulgaria is set to install around 600 new speed cameras next year, with 300 being part of the TOL system and the rest being stationary. However, criminal lawyer PETER BOZOV is skeptical about their effectiveness in reducing road accidents.

"Speed cameras alone will not solve the problem," Bozov comments. "The most common causes of road traffic accidents are improper maneuvers and failing to give way. Only a small percentage are due to excessive speed. In Europe, medium-speed cameras have shown poor results, and Bulgaria will likely be no different."

Bozov believes that swift penalties are crucial for deterrence. "Drivers need to know that if they commit an offense, they will be caught and punished swiftly, without any delay."

However, Bozov also highlights issues with the current traffic penalty system. "In many cases, there are significant errors in the electronic files of drivers who lack compulsory ‘Civil Liability’ insurance. As a result, these drivers are unaware of their offense and their fines are waived."

Instead of increasing penalties, Bozov argues for improved road infrastructure and effective penalties. He also suggests increasing driving lessons hours for young drivers and preventing fake hours from being registered.

"Bulgaria’s Road Traffic Act is one of the most amended. I strongly support refresher courses and retests," Bozov adds.

While the new speed cameras aim to enhance road safety, concerns remain about their overall effectiveness in reducing accidents. Time will tell whether these measures will make a significant difference in Bulgarian roads.
