California Governor Gavin Newsom proclaimed a state of emergency to prepare for a historically strong El Niño event that federal forecasters warn has a greater than 90% chance of strengthening this fall and winter. The action comes as Pacific Ocean temperatures shatter modern records, prompting widespread mobilization across state agencies.
Record-Breaking Pacific Temperatures Outpace Past Super El Niños
The current climate phenomenon driving extreme weather across the globe has already surpassed the highest temperatures ever recorded for the phenomenon months before its expected peak. Recent data shows that temperature anomalies at the heart of the Pacific Ocean have reached 3.05C, eclipsing the previous modern high of 3.02C set in late November 2015.
Climate analysts note that this cycle is outpacing historical benchmarks. Zeke Hausfather, whose analysis is published by Carbon Brief, pointed out that very strong El Niño events like those in 1997/1998 and 2015/2016 left hundreds of billions of dollars in global damages in their wake, but warned that the current pattern is leaving those past events far behind.
Prof Friederike Otto at Imperial College London emphasized that the unfolding event represents a massive redistribution of energy within a climate system already altered by human activity. California Declares State of Emergency Over Flood and Storm Threats
In response to federal forecasts indicating a greater than 90% chance of a very strong event and a 75% chance of reaching historic strength, California Governor Gavin Newsom proclaimed an emergency to accelerate statewide preparedness to bolster statewide El Nino preparedness. The emergency proclamation mobilizes state resources and cuts red tape to fast-track flood protection before severe winter weather arrives.
State agencies have received direct orders to lead flood-risk reduction efforts, stage sandbags and pumps, and pre-position critical equipment. Caltrans is positioning traffic-control, road-closure, and snow-removal gear along vulnerable highway corridors, while the California National Guard prepares to support search-and-rescue, engineering, and logistics missions.
California Natural Resources Secretary Wade Crowfoot noted that the administration is cutting red tape and fast-tracking the flood-protection and broader preparedness work necessary to protect people, natural resources, and infrastructure.
Global Impacts Threaten Food Security, Trade, and Public Health
Beyond the West Coast of the United States, the climate shift is generating immediate disruptions worldwide. Hot and dry conditions in Indonesia have sparked record wildfires and dangerous air pollution levels, while India has experienced curtailed monsoon rains.
In Central America and the Caribbean, severe drought has caused crop losses and restricted vessel transits through the Panama Canal due to dropping water levels. Meanwhile, the World Food Programme warned that El Niño impacts could push approximately 50 million people into acute hunger while driving up food prices globally.
Scientists warn that the overlap of natural climate cycles with long-term global heating creates compounding risks that will test emergency response networks worldwide through 2027.
