Catalonia Issues Red Alert for Heavy Rains Across 17 Counties

Catalan authorities have restricted mobility across 20 comarcas due to an exceptional storm that has dumped over 100 liters of rain per square meter in parts of Barcelona and surrounding metropolitan areas.

Catalan Mobility Restrictions and Emergency Actions

The Generalitat limited mobility except for essential services and cases of force majeure, suspending activities in the natural environment, sports, and culture, alongside markets and fairs. Imma Soler, subdirector-general of coordination and management of emergencies for Civil Protection, asked people to restrict mobility-related activities until Sunday at 14:00 hours. The warning coincided with an ES-Alert sent to mobile phones across the affected coastal and pre-coastal areas.

Meanwhile, Barcelona City Council housed 93 people in emergency municipal facilities by 22:00 hours, while social attention mechanisms aided roughly 80 people at France and Sants stations who could not return home due to suspended railway services. The hundreds of weekend cancellations also affected diverse events such as housing right demonstrations, the Hombres G concert at Palau Sant Jordi, and the 125th anniversary celebration of Tibidabo park. TMB buses operated with minimum services until midnight, while the AMB BusNit did not run.

Severe Flooding in Barcelona and L’Hospitalet

Heavy rainfall starting at 20:00 hours caused severe street flooding in l’Hospitalet de Llobregat, where water pushed containers and hampered vehicle traffic. Ferrocarrils de la Generalitat suspended Rodalies, Regional, and Media Distancia rail services throughout the Barcelona area until Sunday afternoon.

Automatic weather stations recorded 87 liters in El Raval and 77.9 liters in El Prat de Llobregat. At the Sant Joan Despí water treatment plant, the Llobregat river basin registered a water flow of 15 times its morning volume.

Forecast Models and the Threat of a Mediterranean Hurricane

Meteorological officials explained that prediction models point to the formation of a convective mesoscale system, which could potentially trigger a Mediterranean mini-hurricane. Sarai Sarroca, director of the Meteorological Service of Catalonia (Meteocat), and Santi Segalà, head of prediction, warned that the weather situation could escalate into an exceptional episode affecting coastal and pre-coastal areas of Tarragona, Barcelona, and Girona.

While the formation of the mini-hurricane remains unconfirmed by Saturday night, authorities stressed the heightened risk of torrential downpours reaching up to 200 liters per square meter in six hours. Scientific discussions highlighted that while these phenomena resemble tropical cyclones through cloud spiral structures and warm-sea interactions, they are generally smaller and shorter-lived than Atlantic hurricanes. Key factors include rising winds that exert non-linear effects on medicane intensity, with major occurrences peaking in early autumn particularly across the Ionian Sea between Italy and Greece.
