Ceuta Beach Camps Remain on Edge One Month After Mass Border Crossing

One month after over 70,000 migrants breached the border into the Spanish North African enclave of Ceuta, local officials warn that the territory remains on the brink of catastrophe. While the majority of those who entered have returned to Morocco, between 3,500 and 7,000 individuals still inhabit the enclave, largely surviving in improvised beach camps made of makeshift structures, according to official reports.

Public safety experts speaking to the Spanish newspaper El Mundo warn that the situation threatens to erupt into larger-scale violence. “The more moderate ones have already left, while the worst of the worst remain,” one expert told the publication, noting that shrinking financial resources could drive desperate actions. “It is only a matter of time before a tragedy happens.”

Surge in Sexual Assaults and Crime Triggers Institutional Alarm

Law enforcement agencies report a sharp uptick in violent crime across the enclave. Chief Prosecutor of Ceuta Silvia Rojas confirmed to the newspaper El País that the city is experiencing an exponential rise in sexual violence, including cases involving minors. According to the Spanish Ministry of Equality, authorities recorded 21 sexual assault cases over the past month alone, which included five acts of penetration and nine offenses directed against minors.

Property crimes have also risen. Authorities jailed two Moroccan nationals following the theft of money and documents from a local resident’s home. Local resident Salvador Ortega told reporters that tensions between residents and migrants have deteriorated significantly over the past month, sparking localized clashes, vandalism, and property destruction.

Military Patrols Targeted in Ambush Attacks

Security forces face persistent hostility in the enclave. The Civil Guard and military patrols recorded four consecutive days of targeted assaults last week. On Thursday, an army patrol fell into an ambush when individuals hurled large rocks at their vehicle, injuring four soldiers and leading to twelve arrests.

Attacks continued into the weekend. On Friday, a military patrol reported incoming bottles filled with a homemade corrosive liquid containing chemical cleaning agents. Another patrol faced a stone ambush on Saturday, resulting in one injured soldier. By Sunday, the Civil Guard arrested three migrants after they threw bottles of corrosive liquid at an army patrol.

Vigilante Retaliation and Political Repercussions

Frustration among locals boiled over last week when residents raided and set fire to a makeshift migrant camp on the beach. Video footage shared widely on social media showed crowds dismantling the camp, throwing migrants’ belongings into the water, and waving Spanish flags while police maintained a perimeter a short distance away.

Spanish Interior Minister Fernando Grande-Marlasca urged calm during an address to the Spanish parliament, stating that violence offers no solution to complex problems. Meanwhile, local government leader Juan Vivas condemned the acts of vandalism, insisting that community interests must be defended strictly through legal channels.

Far-right political groups have demanded the immediate repatriation of all remaining migrants. Minister Grande-Marlasca countered by accusing these political factions of deliberately stoking hatred in the enclave ahead of upcoming general elections next year.
