A court in eastern China sentenced former Nanjing official Yang Youlin to death on July 6 after he was convicted of taking more than 2.2 billion yuan in bribes between 1993 and 2023. The Changzhou Intermediate People’s Court found Yang guilty of bribery, money laundering, and abuse of power in one of the largest graft cases in recent years.

  • Executive deputy director of the Nanjing Economic and Technological Development Zone management committee
  • Director of the Jiangning District Construction Bureau
  • General manager of the Jiangning Economic and Technological Development Group

The court found that Yang manipulated land transfers, engineering contracts, financial turnovers, and business operations to secure these payments. Beyond bribery, he was convicted of embezzlement, misappropriation of public funds, and money laundering.

Court Rulings and Asset Seizures

The Changzhou Intermediate People’s Court delivered a consolidated death sentence, which included the lifelong stripping of Yang’s political rights. The court ordered the confiscation of all personal assets, stating that his “illegally accepted property and assets” have already been seized and turned over to the state treasury. Authorities intend to continue efforts to recover any remaining outstanding amounts.

During the proceedings, which included public hearings in March and April attended by more than 30 people, Yang offered a final statement.

“Yang Youlin made a final statement and admitted guilt and expressed remorse in court,”

The court characterized the crimes as having an especially egregious social impact, noting that Yang accepted bribes in an “especially huge amount” under “especially serious circumstances.”
