Norway is significantly bolstering its civil defense capabilities, as part of a broader military enhancement strategy. The Norwegian government is set to unveil a comprehensive total defense policy this Friday, outlining measures to better prepare the nation for potential crises and conflicts, including increased involvement in the armed forces.
Sivil Defense Expansion
The centerpiece of the new policy is an significant strengthening of the Norwegian Civil Defense (Sivilforsvaret), aiming to double its active personnel from 8,000 to 12,000 by 2025. This expansion is touted as a response to the current warfare in Europe and the growing unpredictability of global geopolitics.
The bolstered civil defense force will be better equipped to handle crises and potential conflicts, with increased training and greater involvement in national emergency preparedness operations. Its personnel will be drawn from the same recruiting system as the regular armed forces, with three weeks of intensive training followed by annual duties.
The move follows the government’s approval last year of a long-term military plan that received unanimous support from the Norwegian parliament. That plan aims to significantly enhance Norway’s military capabilities, with an emphasis on bolstering the Army‘s combat capabilities.
Justice Minister‘s Perspective
Justice Minister Emilie Enger Mehl, who is presenting the policy along with Prime Minister Jonas Gahr Store, told VG that Norway’s civil defense capabilities are crucial for the nation’s overall security.
"Sivil defense is present in every corner of the country," she said. "In uncertain times like these, it’s vital that we have robust systems in place to handle crises and even war."
Sivil Defense Chief’s Viewpoint
Øistein Knudsen Jr., the chief of Norway’s civil defense, echoed the ministers’ sentiments, noting that the increased strength and resources will enable the service to better serve the Norwegian people and handle emerging challenges.
"We must have the capacity to act swiftly and effectively when crises arise," he said. "With these reinforcements, we will be better equipped to do so."
Challenges and Criticisms
While the government maintains that increased support for both the regular military and civil defense is essential for Norway’s security, some critics argue that the country has diluted its defense capabilities in recent years, particularly within the civil defense sector.
However, both Mehl and Store maintain that the planned enhancements address these concerns and will better equip Norway to face potential challenges.
"It’s crucial that we have a strong civil defense," Store said. "That’s why we’re making this investment."
